3 Technical Information Services Procurement Information Proposals due by 1:00 E.S.T. November 21, 2003. Technical Information to be presented in form of an Oral Presentation. Ninety-minutes/40 slides. Slides are to be provided as part of proposal submission. Scheduling of presentations conducted after receipt of proposals through a lottery system. Offerors are to provide presentation equipment and videographer. Videotape to be given to Contracting Officer immediately following presentation. Explain the processes utilized and how your company intends to fulfill the Government’s requirements in the Performance Work Statement.

4 Technical Information Services Procurement Information Cost Charts provided for cost/pricing information. Ensure consistency in cost information throughout various proposal charts. Nonproposed costs are provided for several cost elements. These figures represent the Government’s best estimate for these services, and will be factored into the total proposal amount. See Clause B.2. Cost information is to be submitted in an electronic format – CDs or 3.5” diskettes.

5 Technical Information Services Procurement Information Subcontractors over $1M worth of effort towards this contract are required to submit the same cost charts as the prime. See Clause L.14 of RFP for specific information. Ensure that subcontractors are aware and compliant. Explain the rationale behind the development of your labor hours and categories included in your cost proposal. Probable cost/cost realism evaluation will be conducted on proposed costs.

6 Technical Information Services Procurement Information A complete proposal submission will consist of the following: Signed SF-33 Cover Page (4 copies) Applicable clauses filled in with offeror info (4) Supplemental information as required by various clauses throughout RFP Completed cost charts for both prime and sub (4) Oral presentation slides (1) Paper copies of slides for evaluation panel (8) Written Plans (S&H, TCP, QCP, and Quals.) (8) Past Performance Narrative summary (8) Past Performance Questionnaires Signed Amendment(s) (4)

7 GSA Approach to Attain Security Services Solicit at least three vendors to ensure adequate price competition IAW with FAR Part 8. Issue RFQ and PWS. Allow vendors to respond to actual requirement with GSA approved pricing. Potential Problem: Only one vendor is an 8(a) contractor. NASA Headquarters' preferred method: Once an 8(a), always an 8(a). Code 212 Solution: Compared three GSA schedules, as they were awarded by GSA, and determined that 8 (a) participant’s pricing was within the range of prices for guard services. Code 212 Suggestion: Further evaluation and award to 8(a) Contractor.

8 Benefits to Code 212 Approach Ability to keep procurement under the 8(a) program. Using GSA which is the preferred method of contracting for services. Streamlined process, and resource efficient. Elimination of duplication of effort. Customer would be satisfied with selection of Paragon. Credit towards NASA’s SB goals. Paragon is 8(a) Hubzone. Complies with GSFC Procurement Policy Circular 01-01.

9 GSFC Conditions under Circular 01-01 Code 212 will compete action by evaluating a minimum of 3 GSA schedules. The order will be placed on a PBS Basis. A PWS has already been developed. SB goals are not required since the Contractor is an 8(a) Hubzone. No other agency contracts are available for these security services. The order will not be placed to follow a particular company. Incumbent is Knight. Suggested contractor is Paragon.

10 GSFC Conditions under Circular 01-01 The requirement has not been split into portions smaller than the total need. More favorable prices will be negotiated since the amount of the order will be greater than the maximum order limitation. All appropriate clauses will be included in the order.
