2 What do Governments need to do with their country systems to access and manage international climate finance Prepare and prioritize list of activities for GCF to fund, Define and track climate change activities through the budget (e.g. follow Indonesia’s example), Ensure transparency (e.g. develop country managed consolidated database and actors mapping…), Establish governance requirements (e.g. including grievance redressing mechanisms ), Develop country Monitoring, Reporting and Verification systems, working with GCF and other funds considering international and independent reviews to build trust. Engage with civil society and community participation

3 What do international funds (e.g. GCF) need to do to support countries to access and manage ICF through their country systems? Encourage country ownership; Clear definitions on climate activities, clear criteria and guidance on how to access funds and avoiding duplication, Use existing systems working with governments where appropriate and available, Coordinating with existing international climate funds to provide harmonized guidance and info, Establish governance requirements (e.g. including grievance redressing mechanisms) on implementing partners, Having transparency and accountability of the GCF itself: GCF as a role model, transparency on decision making processes (e.g. contracts disclosed…) and engagement with CSOs
