INTERTANKO Council Meeting 05 October 2011 Capt. Steve Hardy Interorient Marine Services Limited Chairman – INTERTANKO Chemical Tanker Committee. Leading the way; Making a difference

2 Introduction Overview of Chemical Tanker Membership
The make up of the Committee The Issues Goals & Objectives Value to membership Leading the way; Making a difference

3 If we look at the membership spread of chem and chem/oil tankers by deadweight this makes up - about 12 % of the membership. However Leading the way; Making a difference

4 However, If we look at the distribution by numbers we can see that the chemical and Chemical/Oil membership is about 34% - so this is a significant part of the membership fleet. Leading the way; Making a difference

5 How is this membership represented within the CTC
How is this membership represented within the CTC? – The committee has 19 members and you will see that these are evenly spread from around the world. Leading the way; Making a difference

6 Chemical Tanker Committee (CTC) Chemical Tanker Sub-Committee,
Committee Work Chemical Tanker Committee (CTC) Chemical Tanker Sub-Committee, Americas (CTSCA) Carriage of BIOFUELS Application of Inert Gas Entry into enclosed spaces Damage Stability Regulations Tank Cleaning Standards Smart Vetting Issues CDI/FOSFA/IMO Other Industry Orgs. Best Practices on Emissions Carriage of Antidotes Liaison with US PSC on inspections/detentions. Reception Facilities in US Development of US Regs – TWIC & Shore Access NOA Hazard Response Plans This is some of the work that the committee is doing and is also supported by the work of the sub-committee whose focus as you will see is within the Americas and provides the membership with a very valuable link to the authorities in that region. The Committee also ties its work with other industry organisations such as CDI, FOSFA etc Leading the way; Making a difference

7 Issue Goal Objective Inert Gas Explosions Increasing accidents Complicated regulations Training Standards Conflicting Requirements Different standards different ship types Simplify standards Inert Gas requirement applied to product not ship Simplify regulations Apply IG Regs. to new & existing ships Address Tank Entry Concerns Investigate IG from shore (small tankers) Reduce accidents & fatalities by increasing and simplifying the use and application of inert gas. International application through the IMO Increase awareness of tank entry dangers By 2011. Tank Cleaning Terminology Cleaning levels are getting stricter Varies from port to port for same product Varies for same product by same charterer Encourages solvent spraying Does not clean the tank just passes WWT Establish a limited set of tank cleaning standards that can be applied for the majority of bulk liquids carried on Chemical tankers. Promulgate use within the industry Cooperate with shippers & Charterers Produce first set of proposed unified cleaning terminology standards for consideration by 2008. Tank cleaning standards shall reflect Charterers needs for objective requirements for tank cleanliness as well as ships need for an objective and concrete target value for tank preparation. Each standard should scientifically and practically balance acceptable risk of last cargo contamination. Finally the number of standard must be set to a practical minimum. Bio Fuels – Rules and Training Increased focus on carriage of bio-fuels Prohibition of blending at sea Testing of ODME Interim guidelines on the carriage of bio-fuels Produce Best Practice guidelines for use by INTERTANKO members Bio-Fuel training and guidance Ongoing Process On going process By End 2011 MARPOL Annex II Ensure information available to members and regulators Application of Regulations and guidelines in the MFAG requirements and guidelines under the revisions Ensure members best interests protected. Cooperate with with regard to output from CTAC and other relevant bodies. Coordinate and write a new Proposal for DSC-16 On going Process The work programme of the Committee is arranged in a “Issue/Goal/Objective” format. This is reviewed annually and ties in with focus areas within INTERTANKO‘s Work programme. The main issues that we have been working on are Inert Gas; Tank Cleaning Terminology, Bio-Fuels and MARPOL Annex II which is a rolling issue. Bio Fuels – the IMO has recently issued guidelines for the carriage of these biofuel blends and we are finalising a guidance for our membership which will be reviewed at the forthcoming CTC meeting in London.
