Sustainability Appraisal The Strategic Environmental Assessment (SEA): –Identifies potential effects (both positive and negative) of proposals –Includes the following topics: population; human health; biodiversity; flora; fauna; air; water; soil; climatic factors; landscape/seascape; cultural heritage; and material assets The socio-economic assessment: –Identifies the activities (existing & future) that could be affected by development / designation, and how they may be affected; –Identifies and estimates the costs and benefits, where possible, to potentially-affected activities; –Identifies any communities and social groups that may be affected, and quantify the scale and costs of such impacts where possible;

Rationale for marine planning Sustainable use Provide framework for future regional planning and decision making Take integrated, balanced approach considering economic growth, environmental and social issues Cover all waters/activities Consider best locations for specific purposes

Fisheries planning policies Sustainability of stocks Take account of fishing, consult locally. Protection of vulnerable stocks, seabed International commitments Mechanisms for managing conflict Economic importance New fishing opportunities Impact on fishing grounds Displacement Fisheries management plan Port infrastructure IFGs

MPA consultation Duty to have an MPA network Power to designate MPAs Duties and powers to protect any MPAs Power to take account of socio-economics Suite of papers for each of the 33 possible MPAs: Site summary Detailed assessment Data confidence Impact assessment Management options

MPA management Designation of a NC MPA does not automatically; Create a No Take Zone Create a fishery closed area Instead; Management on principle of sustainable use Some fisheries management will be required

Longer term aims Complete the MPA network – 1 st designations (2014) Progress the remaining search locations (2014) Complete SAC and SPA actions (by 2015) Manage the network (by 2016) - Develop management plans (MPAs, SACs, SPAs) Implement any statutory measures – CFP offshore

Blues Seas Green Energy – 2011 Plan for Offshore Wind Energy Projects at Licensing Stage -Argyll Array -Islay -Inch Cape -Neart na Gaoithe -Forth Array -Beatrice 25 Medium-Term Areas of Search – starting point for current Sectoral Plan development process
