2 Our History  Initial funding - proceeds from the 1903 Army-Navy Football Game held at Franklin Field, Philadelphia  Navy’s share of the purse was $9,000  President Theodore Roosevelt and SECNAV William H. As a Center of Excellence, we are committed to ensuring that all available resources are used to assist personnel of the Naval Service – active, retired, and their eligible family members – to achieve financial self-sufficiency and find solutions to emergency needs.
