Created under an Act of Parliament (UCL in 1826). Formed as a special kind of limited company (eg LSE). A charity. They own all their land and buildings – even if the State has paid for them

4. London. February 25th 2009 Who is accountable? If a university gets into trouble in the UK, the Board is responsible and the Chair of the Board may be asked to report to a committee of Parliament. Vice Chancellors may be dismissed by the Chair of the Board.

Approve the university mission, strategic plans and operating budgets. Monitor performance against the strategy and plan, using performance indicators.
