6. Allocation Details Maintenance of Effort (MOE) funding was based audit of 2012-13 actual expenditures in the ten program areas. Regional consortia (71) allocated funds based on funding formula as specified by budget bill. Adult Population Employment (Census – unemployment) Immigration (ACS – English spoken at home) Educational Attainment (Census – no HS diploma) Adult Literacy (ACS – 7 th Grade and below level) Household Poverty (Census)

7. Allocation 16-17 (84909) No later than February 28 – a preliminary schedule of allocations to each consortium of any funds proposed in the Gov’s Budget (shall be approved). The Superintendent and the Chancellor shall determine the amount to be allocated to each consortium based on the following: - The amount of funds apportioned to the members of that consortium in the preceding fiscal year. - That adult education region’s share of statewide need for adult education. - That consortium’s effectiveness in meeting the educational needs of adults in the adult education region based on available data. Note – (84910) – when approving a schedule of allocations….preliminary projections..would be allocated in the subsequent two fiscal years.

8. Eligibility Criteria for AEBG Funding LEAs are required to fulfill the following criteria in order to receive an apportionment: Per EC Section 84908(a)(1), be a member of a consortium. Per EC Section 84906(a), have approved an adult education plan that addresses that fiscal year, with detailed information as specified in EC Section 84906(b). Per EC Section 84913, use funds on the seven program areas.

9. AB104 Program Areas Funds apportioned for the program shall be used only for support of the following: 1.Programs in elementary and secondary basic skills, including programs leading to a high school diploma or high school equivalency certificate. 2.Programs for immigrants eligible for educational services in citizenship, ESL, and workforce preparation. 3.Programs for adults, including, but not limited to, older adults, that are primarily related to entry or reentry into the workforce. 4.Programs for adults, including but not limited to, older adults, that are primarily designed to develop knowledge and skills to assist elementary and secondary school children to succeed academically in school. 5.Programs for adults with disabilities. 6.Programs in career technical education that are short term in nature and have high employment potential. 7.Programs offering preapprenticeship training activities conducted in coordination with one or more apprenticeship programs approved by the Department of Apprenticeship Standards for the occupation and geographic area.

Membership (section 94916) K-12 Districts, Community College Districts, County Offices of Education, and JPAs must be members of the consortium if they receive funds from: Adults in Correctional Facilities Programs (K-12/COE only); WIOA, Title II; Carl D. Perkins CTE Act (Adults Only); LCFF apportionments reserved for students 19+; State funds for remedial education and job training for CalWORKS participants. California Community College Apportionment

11. Rules to Follow In order to expend AB104 Adult Education Block Grant funds the following criteria must be followed: The community college district, county office, JPA and K-12 district must be a member of a regional consortium. The member district must be located within the regional boundaries of the consortia as determined by the Chancellor and the Superintendent, with the advice of the executive director. Each regional consortium must have an approved adult education plan (the annual plan template) that addresses the fiscal year in which the funds will be expended. Funds may only be expended in the seven program areas as prescribed in the AB104 budget language (Section 84913). Each regional consortium must have an approved 3-year consortia plan that includes any amendments.

12. Rules to Follow cont… Expenditure of AB104 Block Grant Funds must match the objectives and activities listed in the annual plan template for that specific fiscal year. All members shall participate in expenditure decisions made by the consortium. Expenditure decisions are made adhering to the AB104 legislation on public notice and public comment. Expenditure decisions made by consortium members are final and binding. Expenditure decisions are made adhering to the AB104 legislation definitions.

13. AB104 Performance Accountability and Potential Loss of Funding The legislation addresses the possibility of a decrease in funding or loss of funding for one or more of the following: (1) The member no longer wishes to provide services consistent with the adult education plan; (2) The member cannot provide services that address the needs identified in the adult education plan; (3) The member has been ineffective in providing services that address the needs identified in the adult education plan and reasonable interventions have not resulted in improvements

14. Effectiveness Measures In AB104, section 40, subsection 84920, the budget language states, “….the Chancellor and the Superintendent shall identify common measures for determining the effectiveness of members of each consortium in meeting the educational needs of adults”. The measures listed in the budget language include (but are not limited to) the following: (1) How many adults are served by members of the consortium. (2) How many adults served by members of the consortium have demonstrated the following: (A) Improved literacy skills. (B) Completion of high school diplomas or their recognized equivalents. (C) Completion of postsecondary certificates, degrees, or training programs. (D) Placement into jobs. (E) Improved wages. Note: additional measures were added relating to transfers.

15. Receiving consortium funding Q: For Community College Fiscal Agents - how will they know when they have received their monthly apportionment? What is the process?

16. AEBG Online System (cont.) Same system that we used for AB86. Use the same passwords. Need to update your CBO password. **Important Notes** Under AB86 you reported by quarter. Under AB104 (AEBG) you will report every 6 months. So there will be 5 reporting periods for the AB104 consortium $$ The online system is still broken down by quarters (sorry). Don’t let that confuse you!!!

17. AEBG Online System - Budget Step 1 – have your password ready. Step 2 – click on the right grant (15-328-XX) AB104 Don’t click on the 13-328-XX AB104 – that’s the old AB86. No fiscal agent or have a new fiscal agent? Make sure you select the right consortia name. (New names - Foothill- DeAnza, Mid Alameda, Los Angeles, South Bay (San Jose), San Diego, Napa Valley, Riverside, and Santa Clarita Valley). Step 3 – Select the button “application budget” Step 4 – Select “Enter/Edit Data” Step 5 – Enter data and then “certify”

20. Next Steps (cont.)… By Friday, December 11, 2015: Each regional consortium must upload an AB104 AEBG budget for their regional consortium allocation. The budget will be uploaded to the same tracking system used in the AB86 Regional Planning Grant. Not to be confused with the workbook allocation table from the annual plan.
