2. The Options The decision on whether to give planning permission for the development of a new settlement near Leicester lies with Harborough District Council. It has three main options: Option 1 Build the new settlement near Leicester – give permission for a new development with 15,000 new homes. Option 2 Expand existing settlements in the area identified to build the new settlement as well as building the small new settlement on Leicester Airport. Option 3 Regenerate Leicester – refuse permission for this new settlement and invest in redeveloping run-down empty housing in Leicester city.
