3 Mar 2010SMO Introduction Common to all three cases (energy, water, waste): 1.Yet, no methodological standards available for Accounts 2.Statistics in place (partly with legal base) (well established in respective policy areas but not designed according to National Accounts principles) => Focus on added value potentially provided by Accounts = e.g. environmental-economic policy questions

4 Mar 2010SMO Introduction Eurostat’s development approach in all three cases (energy, water, waste): 1.Develop methodological standards for Accounts (European reporting tables and formats) 2.Populate Accounts as far as possible based on existing Statistics 3.Map gaps (incompatibilities with ESA principles, e.g. international transport) 4.Develop standard methods to solve and fill gaps (calculation tools, questionnaire, manual) 5.Evaluate whether, how, and when to add to Legal Base
