2 Evaluation and Appraisal Comprehensive Plan Amendments Background Required changes based on new state statutes and data First Reading – December 16, 2014 Transmitted for State Review and Comments

3 Changes based on State Agency Comments: 1. Exhibit 8.1 of the Capital Improvements Element will be revised to include reference to the Strategic Intermodal System and State Highway System, in addition to identifying the facilities, the new language will read as follows: Exhibit 8.1 - Levels of Service (LOS) Standards The City adopts a LOS consistent with Florida Department of Transportation requirements for the Strategic Intermodal System (SIS) and the State Highway System (SHS) for the following facilities: SIS: SR9/I-95 SR 100/Moody Blvd (US-1 to I-95) SHS: SR 5/US-1 SR 100/Moody Blvd (East of I-95) 2. Policy 8.1.1.3 and Policy 9.1.1.7 will be amended to clearly identify the title and author and which provisions and edition are being adopted. The proposed amendment is as follows: Policy 8.1.1.3 - The Capital Improvements Element includes, by reference, the Flagler County School District 2010-2011 2014-2015 Work Plan, as adopted on September 16, 2014 annually by the Flagler County School Board on September 21, 2010. 4 Changes based on State Agency Comments: 3. The “GLOSSARY” section is proposed to be amended as follows: a. Revise the “ACRONYMS” section to delete reference(s) to the Florida Interstate Highway System (FIHS), and b. The definition of the Coastal High Hazard Area (CHHA) is amended to refer to the 2013 Northeast Florida Regional Evacuation Study (Released on June 20, 2014). 4. Finally, the state review agencies provided comments regarding updating certain maps in the comprehensive plan. Staff acknowledges the comments and proposes to update the comprehensive plan map series in response to comments from the state review agencies as well as to update the City boundaries on all applicable maps.
