2. 2  The purpose of the presentation is to provide major information about APEC’s ECOTECH work.  The timeline of the information ranges from the beginning of APEC in 1989 to 2005.  The information provided is mostly my personal analysis. Introduction

3. 3 Major Information about ECOTECH 1.ECOTECH is older than TILF.  ECOTECH and TILF are the three pillars of APEC’s work.  ECOTECH has been APEC’s work since 1989.  TILF has been APEC’s work since the 1994 Bogor goals.

4. 4 Major Information about ECOTECH 2. APEC has emphasized TILF over ECOTECH.  Developed economies prefer TILF over ECOTECH.  ECOTECH implies that developed economies would have to give assistance.  Developing economies prefer ECOTECH.

5. 5 Major Information about ECOTECH Major Information about ECOTECH 3. Part II of the Osaka Action Agenda deals with ECOTECH.  Part II of the OAA provides guidelines for ECOTECH.  Guidelines for working groups in: agricultural technical cooperation, energy, fisheries, human resources development, industrial science and technology, marine resource conservation, small and medium enterprises, telecommunications and information, tourism, trade promotion and transportation.  The fact that Part I is TILF while Part II is ECOTECH indicates the greater importance of TILF.

ECOTECH work has to support TILF.  The existence of the Bogor goals results in ECOTECH having to assist TILF.  Part II of OAA: “Such efforts (ECOTECH) will also facilitate the growth of trade and investment in the region.”  APEC must promote ECOTECH and also ECOTECH/TILF. 7. 7 5. ESC coordinates ECOTECH programs with limited success.  Working groups have been established before ESC (1998).  Working groups would like to maintain their independence.  ESC may not be familiar with the work of the working groups, as projects are technical and quite numerous.

8. 8 Major Information about ECOTECH 6. ESC has changed name once.  Sub-Committee on ECOTECH becomes SOM Committee on ECOTECH.  The important reason is to enhance ESC’s stature.  The acronym remains ESC, in order to minimize paperwork.

9. 9 Major Information about ECOTECH 7. ESC is the first to call for the independent evaluation of APEC Fora.  Fisheries Working Group is the first to be independently evaluated.  The evaluator is APEC International Assessment Network (APIAN), part of the APEC Study Centers Consortium.

10. 10 Major Information about ECOTECH 8. ESC work plan for 2005  Evaluate the extent ECOTECH has contributed to the achievement of the Bogor Goals.  Encourage APEC fora to be evaluated independently, so as to enhance their ECOTECH work.  Enhance ESC’s cooperation with international financial institutions (IFIs).

11. 11 Major Information about ECOTECH 8. ESC work plan for 2005  Assist BMC to create a proposal for utilizing APEC Support Fund for capacity building activities.  Strengthen ESC’s outreach efforts and also work closely with ABAC and relevant fora.  Coordinate cross-cutting issues, such as sustainable development and invasive alien species.
