4 Development of Agri-environmental Indicators_State of play & outlook for further work 4 POLICY BACKGROUND (II) ►European Council Cardiff – June 1998 Major policy proposals by the Commission to be accompanied by an appraisal of their environmental impact All relevant formations of the Council invited to establish strategies for environmental integration and sustainable development within different policy areas ►European Council Helsinki – December 1999  Strategy for integrating the environmental dimensions into the CAP adopted  Regular reporting on progress of implementation of integration, based on agri-environmental indicators

5 Development of Agri-environmental Indicators_State of play & outlook for further work 5 POLICY BACKGROUND (III) ►COM(2000)20 – Indicators for the integration of Environmental concerns into the CAP - January 2000 Analytical framework (agricultural DPSIR model) List of 35 agro-environmental indicators (AEIs) ►COM(2001)144 – Statistical Information Needed for Indicators to Monitor the Integration of Environmental Concerns into the CAP – March 2001 Data needed to compile the set of 35 indicators Requirements to be met for their definition and calculation Recommendations for future work

6 Development of Agri-environmental Indicators_State of play & outlook for further work 6 POLICY BACKGROUND (IV) ►European Council Göteborg – June 2001 EU strategy for sustainable development endorsed, with the environmental dimension added to the social and economic ones. Commission called upon to continue its efforts to further improve the present set of indicators and to define the statistical needs for these indicators.

7 Development of Agri-environmental Indicators_State of play & outlook for further work 7 Progress made in the development of AEIs ► The IRENA operation:  Joint project based on a partnership between DG AGRI, DG ENV, DG JRC, DG ESTAT and the EEA  Purposes: To develop and compile a set of AEIs, based on the set of indicators defined in COM(2000)20 and COM(2001)144; To provide the related databases at the appropriate geographical level; To produce (a) a first indicator report and (b) an indicator-based assessment of the integration of environmental concerns into the CAP.

8 Development of Agri-environmental Indicators_State of play & outlook for further work 8 IRENA operation (I) ►Scope: EU-15 ►Main outcomes:  40 AE indicators fact sheets + data sets  Indicator Report  Assessment of the indicators developed and data sets  Indicator-based Assessment Report  Evaluation Report  Assessment of the working procedures
