5 Basic information – N2 in Baden-Württemberg One N2- Management Plan (MAP) per SAC / SPA – area. All plans are made within 10 years Responsibility: Nature Conservation Administration (NCA) Contribution of the State-Forest Administration: Mapping and planning of forest- habitats and the common forest-species We have a multifunctional forestry. 6 Basic information – N2 in Baden-Württemberg Responsibility of the State Forest Administration: Mapping, evaluation and planning of  all forest habitats  all non-forest habitats in the woods (f.i: rock habitats)  16 common forest species Forest administration provides a report and maps (with geodata) to the NCA, that will be included in the complete MAP Schedule of N2- planning is linked to the 10-years -periodical forest management- planning ! 7 Schedule of the N2 - planning Activitys Year X-3 Mapping, evaluation and planning of all habitat types in the forests without the beech forest (so-called „small habitats“) X-2 Forest management planning, including the mapping, evaluation and planning of the habitat types 9110 und 9130 (beech forests). X-1 Mapping, evaluation and planning of the forest species Drawing up of the Forest Report („Forest Module“) to the N2- Plan, based on the previous mapping reports X Complete N2- Plan by NCA, including some special protected forest species in coordination with the state forest service Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 8 Year X-3 – mapping, evaluation and planning of the „small habitat types“ in the forests All habitats (not only the SAC-habitats! ) are periodically – every 10 years – mapped In SAC-Areas the mapping is done according to the EU- habitat-directive Landowners are informed about the mapping (by local newspaper) All of these habitats are anyway protected by law against considerable deterioration or reduction (since 1991) Mapping is carried out by the Board of Forest Research in Freiburg  Low potential for conflicts !! 9 Year X-2 forest management planning Every 10 years the periodical forest management planning for all (municipial- and state –) forests takes place In the beginning of the forest management assessment the objectives for all forest functions (yield of wood, recreation, enviroment and nature conservation) are discussed with the forest owner. These includes information about the objectives and restrictions by N2 In SAC-areas these includes the mapping, evaluation and planning of the habitat types 9110 und 9130 (beech forests). 10 Year X-2 forest management planning The planning in the habitats especially the beech (and oak) forests is based on a sylvicultural directive, that agrees with the Habitats-Directive The forest management plan also integrates the results and planning of the habitat-mapping from the year before Mapping is carried out by the State Forest Administration The results of the N2- mapping and planning are presented to and discussed with the forest owners  Nature protection ist integrated in forest management Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 11 Year X-2 mapping of forest species The mapping, evaluation and planning of the common forest species are carried out Landowners are informed about the mapping (by the mapper:  hired specialists) After mapping the foresters are informed about the objectives and the results and the measures are discussed and if necessary changed or completed Mapping is carried out by the Forest Research Institute in Freiburg  Concerns of species are coordinated with foresters Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 12 Year X-1 drawing up the Forest Module The Forest Report (called “Forest Module”) to the N2- Plan, will be written and the geodata are summarized to a consistent plan It is based on the previous mapping reports and geodata (year x-2 and x- 3) Conflicts between the Species or Habitats and species have to be analysed and solved Measures are formulated in a general way, mostly not specific to a certain site or forest stand (f.i.: “Maintenance of old growth and dead wood”) Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 13 Year X-1 drawing up the Forest Module The Forest Module is carried out by the State Forest Administration which delivers the whole package to the board of nature conservation The whole process is accomponied by a working group engaged by foresters and conservationists to solve occurring problems The concerns of N2 are already coordinated with the needs of forestry  The State Forest Administration takes responsibility for the maintenance of habitats and species Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 14 Year X N2 - Managementplan (MAP) To the beginning a public kick-off- meeting for each SAC-area will take place by the NCA. The main objectives and habitats / species are named and discussed. Ways for financial compensations and incentives are presented The results of the mapping in the non-forested areas are worked out The Forest Module will be summarized to the complete MAP The MAP especially the measures will be discussed in the final planning stage with the landowners and stakeholders in a closed meeting The compete MAP is put away into the internet for public use  N2 –planning is a cooperative projekt with mutual benefits for both sides

16 Each forest enterprise is responsible for the implementation of the N2 plan in its woods. It has to record all measures, the conservation staus and possible threats for each habitat type / species in a register The conservation measures for the habitats are integrated in the forest management plan. The forest ranger is (partially) free to decide on the location of the measures (for instance: “Conservation of old growth in beech forests”) The state forest ranger is advicing the private and communal forest Year X ++ Implementation of the MAP Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 17 There is a need for control at the level of the N2-area (several forest owners in a N2-area have to be coordinated!) The coordination is the job of the local forest office We do have a monitoring system for the conservation status of the habitats (by the periodically forest manangement inventory) In case a habitat get worse (f.i. the proportion of douglas fir in beech forest rises up) the forest owner has to restore the habitat within the next 10 years Year X ++ Implementation of the MAP Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 18 For species in old and dead wood we have a special concept to create a coherent compound system that covers also forests outside of N2-araes. Also for very rare species (f.i. Capercaillie) We are working on a geodata based species-information- system It is intended to place information-sheets for each N2- species, that shows  the ecological needs  the impact potential by forestry in relation to forestry and  the typical conservation measures Year X ++ Implementation of the MAP Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 19 Private forest owners receive financial support for the conservation of habitats (area cover and quality of structures) that includes all measures in habitats They also need financial incentives for the implementation of measures for species (by contracting) Further they need compensation for foregone income due to leave of old trees (non-intervention regimes) to protect species The communal forest owners also emphasizes the need for financial support State forest office advices the private and communal owners Financial support Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 20 Implementation of N2 needs time, money and staff. Especially the forest - staff was reduced in the last 20 years for about 40 % Implementation of N2 – plans in the small private forests, since it is difficult to reach the owners Funding and establishment of incentives in the communal forests Monitoring of species and their habitats Problems and open issues Forstliche Versuchs- und Forschungsanstalt Freiburg Abt. 21 Conclusions / Summary N2-areas are embedded in a cultural landscape Nature conservation is part of our multifunctional forestry State forest adminstration is responsible for N2-planning N2-planning is highly connected with forest management planning Landowners and stakeholders are involved in the N2-planning Forest owners are responsible for implementation. As a counter to that they are partially free in the way of doing Forest manangemnet planning includes a monitoring for N2-habitats Instruments for Financial support still have to be closing developed Forstliche Versuchs- und Forschungsanstalt Freiburg Abt.
