1 Collection GPS Deployment NTEU Briefing October 14, 2009

2 2 Some background information: HQ received employee requests for GPS devices to assist them with field calls through: Survey feedback Town Hall meetings Management channels In FY 09, SBSE received funding and acquired GPS units to make available to frontline employees. Collection is in a position to allow front-line field employees to request commonly available consumer- grade Global Positioning System (GPS) devices to assist them with vehicle navigation.

3 3 Plan of action for Oct/Nov 2009: Pilot the guidance material to a small pool of employees (all PALS and 1 RO group per Area) for approx 3-4 weeks. Gather feedback, via the short pilot, on the training information and guidance to assess its adequacy. Edit material, if necessary, based on pilot feedback. Making the devices and finalized guidelines available to all frontline employees on a voluntary basis.

4 4 Impact and/or benefits to employees: The GPS devices will not have the capability to send information, so they cannot be used to track employee movement remotely or to locate employees outside of the office. Acceptance of the GPS device will be strictly voluntary. No employee will be required to be issued a device or use one. Devices will be requested by individual employees. CBR will provide guidance materials to employees. Employees will also have self-study material (i.e. product manual).

5 5 Impact and/or benefits to employees cont’d: Managers will be prohibited from using GPS to verify field visits, track mileage, or measure performance. Potential benefits include: Increased employee safety attributable to voice-based navigation, Reduced travel planning time, Automatic rerouting in the event of road closures or missed turns, and Reduced paper map printing or map purchase costs. We have attempted to identify any potential adverse impact on employees and would appreciate any input NTEU may have concerning this initiative.
