2 A Cooperative Effort 4-H is Cooperative Extension system’s dynamic, non-formal, educational program for youth. The program partners to cooperative efforts of youth, volunteer leaders, state land-grand universities, state and local governments, 4-H foundations, and the Cooperative State Research Education and Extension Service (CSREES) of the U.S. Department of Agriculture.

7 The 4-H System- National The 4-H youth division of the Cooperative Extension service is responsible for the national 4- H program. Housed in the Department of Agriculture (USDA) in Washington D.C., this staff provides resource assistance to state, county, and local 4-H programs. The division collects and interprets research in youth education.

9 The 4-H System- State Washington State University is the land grant university for our state. It is charged by law with the responsibility of conducting research providing resident instruction, and extending education (through Cooperative Extension) to the people of Washington State. WSU Cooperative Extension provides education in the areas of 4-H/Youth Development; Agriculture and Natural Resources; Family Living and Community Resources; Family Living and Community Resource Development. 4-H is the only university based Youth Development Organization.
