3 Metrics MTA has identified 4 categories of evaluation for BaltimoreLink  Design Adequacy  Access  Mobility  Overall Network Performance MTA has engaged other partners in an effort to better quantify the benefits of BaltimoreLink Open for discussion and still under development Metrics and Evaluation

4 Design Adequacy (BMC) Peak Demand & Capacity: Will the new network be able to accommodate the projected ridership patterns? Use BMC projected trips on BaltimoreLink to estimate peak demand on each route at AM peak and compare w/ BaltimoreLink provided capacity Results should be used in final service plan to ensure adequate frequency provided on every route. Transfers: Will the new network induce more transfers for EXISTING O-D pairs and what are the impacts on different income levels? Use trip table from 2008 on-board transit survey. Force all O-Ds onto current network and BaltimoreLink network and create a distribution of linked passenger trips according to number of transfers. Stratify the results by income level & time band (weekday peak; mid-day; late night; Saturday; Sunday) Metrics and Evaluation

5 Access (MTA/Consultant Team) Origin Access to Transit: Based on important origin concentrations, what is the comparison between walk access distance under both networks? Possible important origins include Senior housing Low-income housing Current bus stops High-density housing (e.g., apartment complexes) Measure the walking distance to a transit line under both networks. Destination Access to Transit: Based on critical destinations, what is the comparison between walk access distance under both networks? Possible important destinations include Medical Centers (including Dialysis centers) Hospitals Supermarkets / Grocery Schools / Rec Centers Colleges, Training Centers, Workforce Development Centers Employment Centers Metrics and Evaluation

6 Mobility (MDP) Mobility Analysis: How much X can a person get to in M minutes (transit + walking)? Agree upon universe of important destination types that need measured and set a maximum travel time allowed for each type of destination. Use Transport Analyst tool to run regional aggregated analysis of mobility to destination types under both networks. Calculate the difference. Possible types of Destinations: Jobs Hospitals / Medical Centers Colleges, Training, Workforce Development Grocery / Supermarkets / Pharmacies Senior Centers Churches Rec Centers Metrics and Evaluation

7 Overall Network Performance (MDP) What is the projected performance of the network? Mode split (% of transit riders, % of automobile drivers) Overall average transit travel time reduction ​Vehicle Miles Traveled (VMT) per Capita ​ ​ Other measures TBD Metrics and Evaluation

8 BaltimoreLink Next Steps  Complete workshops and pop-up events  Analyze feedback  Revise proposed BaltimoreLink route alignments and service levels  Develop additional resources for educational purposes Immediate Next Steps Public Hearings for New/Revised Express BusLink Routes  New and revised Express BusLink services will begin operation in June, 2016  Public Hearings will be held in early 2016
