1 MHSA Assessment & Recommendations Committee CO-CHAIRS MICHELLE ALCEDO & GULSHAN YUSUFZAI

2 The MHSA Assessment and Recommendations Committee  This Committee was usually referred to as “the MAC”  This Committee had the most members because it was responsible for all the CMMC Reports (2 every year)

3 The MHSA Assessment and Recommendations Committee One of the earliest reports by the CMMC was on:  The CMMC response to the Mental Health Services Oversight and Accountability “AB 100 Workgroup” The MHSOAC formed a workgroup to address the Governor’s “Reorganization” of the State Department of Mental Health and oversight of the MHSA. Sadly, the workgroup was not open to the public and lacked representation from REMHDCO and the CMMC or other organizations involved with reducing disparities.

4 The MHSA Assessment and Recommendations Committee Another early submission by the CMMC was a report on:  The Use of Penetration Rates in regards to Measuring Mental Health Disparities There was a great deal of discussion around this topic as these rates have been used to justify inadequate services to underserved communities, as well as illustrating mental health disparities.

5 The MHSA Assessment and Recommendations Committee The MAC began to spearhead the development of topics for the CMMC reports. The next report focused on:  Engaging New Communities Through the Mental Health Services Act There was an understandable focus in Phase 1 of the CRDP on the five largest underserved communities in the state. However, this report outlined how to continue adding communities to the Project and what factors to consider when selecting these next communities.

6 The MHSA Assessment and Recommendations Committee The next reports began to focus on the needs of other underserved communities in California including the:  Armenian Community  Deaf and Hard of Hearing Community

7 The MHSA Assessment and Recommendations Committee Followed by reports on the:  Russian-speaking or Slavic Communities  Middle Eastern Communities  Southwest Asian Communities

8 The MHSA Assessment and Recommendations Committee In addition, the members of the MAC conducted a special training for contractors of the California Mental Health Services Authority (CalMHSA) called:  A World Café This is a highly interactive cultural competence training that many consider preferable to “cookbook”-style trainings or the usual toolkits that tend to sit on the shelf.

9 The MHSA Assessment and Recommendations Committee The MAC then went on to assist in producing two other reports on the mental health needs of:  Refugees and Asylees  Individuals with Intellectual/Developmental Disabilities

10 The MHSA Assessment and Recommendations Committee Finally, the MAC assisted in developing the final report on:  Women and Older Adults from Marginalized Communities

11 The MHSA Assessment and Recommendations Committee  Special acknowledgment must be given to the consultant to the CMMC, Dr. Katherine Elliot, for her work on all the CMMC reports.  Copies of all of these reports can be found on the CMMC website which is included in the briefing packets or at: http://remhdco.org/cmmc/reports/

12 The MHSA Assessment and Recommendations Committee Finally, on September 30 th of this year, the MAC participated in a special presentation consisting of a series of panels discussing these reports on underserved communities at the:  California Statewide Behavioral Health Policy Forum in Carlsbad, California This semi-annual event is a gathering of all the County Behavioral Health Directors and the Executive Directors of the largest community mental and behavioral health organizations in the state.
