2 Report Overview Describes consensus for and benefits of encouraging housing in existing communities and near transit Discusses regional efforts to promote housing, including the Regional Housing Needs Allocation (RHNA) and Focusing Our Vision (FOCUS) planning efforts Highlights local programs and actions that encourage and facilitate housing development Assesses Bay Area RHNA progress from 1999-2006

3 Housing in the Right Places Adding housing in existing communities and near transit offers the potential for: –More efficient development pattern –Increased housing choice and affordability –More transportation options –Shorter commutes and less traffic –Positive impacts on climate change, air pollution, public health –Protection of open space and agricultural lands –Revitalization of existing communities

4 Regional Efforts to Promote Housing Regional Housing Needs Allocation (RHNA) for 2007-2014 –Methodology includes factors related to housing, employment, and transit –Regional total housing need, as assigned by the California Department of Housing and Community Development (HCD), is a minimum of 214,500 units Focusing Our Vision (FOCUS) –Shared concept about where growth can best be accommodated and what areas need protection –Voluntary identification of Priority Development Areas and Priority Conservation Areas

5 Making it Work in the Bay Area Regional agencies are working to provide assistance and incentives to local governments to facilitate housing development in these areas Many local governments have already had success in finding solutions, including strategies for: –Increasing development potential –Overcoming community resistance –Expanding affordable options –Adapting parking and transportation standards Lots of good ideas highlighted in the report!

7 Conclusion Although progress has been made, more work needs to be done, particularly on creating more affordable housing There are lots of good examples of local efforts and best practices to promote housing, including affordable options We hope this report and conference can help the region move forward to address the housing challenges
