2 City of Chattanooga AFFORDABLE HOUSING AUGUST 2015 To leverage City & Federal funds to produce the highest yield of quality housing for citizens who are least likely to be served by the private market without subsidy or incentive. MISSION

3 Families who pay more than 30 percent of their income for housing are considered cost burdened and may have difficulty affording necessities such as food, clothing, transportation and medical care. An estimated 12 million renter and homeowner households now pay more than 50 percent of their annual incomes for housing. A family with one full-time worker earning the minimum wage cannot afford the local fair-market rent for a two- bedroom apartment anywhere in the United States. 5 As Dorothy famously said in the Wizard of Oz, “There’s no place like home”. Yet, each year hundreds of low-income Chattanooga renters and homeowners find themselves at risk of having to leave their homes due to substandard conditions and code violations. Such moves can render many of these citizens homeless. By providing assistance with needed repairs, the City and its partners allow citizens to remain in their homes and cherished neighborhoods. Preserving these homes is far more cost-effective than citing low-income citizens or having their properties condemned or demolished. What is meant by PRESERVATION?
