2 Ozark Opportunities, Inc. Head Start is Governed by:  Legislation  Head Start Act – “Improving Head Start for School Readiness Act of 2007” as amended  Regulation  Head Start Performance Standards 45 CFR 1301-1311 presented by Jane Bueg, PHR 2

3 Legislation – Head Start Act 3 Section 648A. Sets qualifications for Teachers, Teacher Assistants, & Education Coordinator By September 30, 2013 – 50% of Head Start Teachers Nationwide must have a baccalaureate (4 year) or advanced degree in early childhood education OR A baccalaureate or advanced degree AND coursework equivalent to a major relating to early childhood education, with experience teaching preschool-age children Ozark Opportunities, Inc. Head Start Program currently has 21 of 25 or 84% of teachers who meet this criteria

4 Teachers  As of October 1, 2011, minimum requirement for classroom teacher is an associate (2 year) degree in early childhood education; OR An associate degree AND coursework equivalent to a major relating to early childhood education, with experience teaching preschool-age children Ozark Opportunities, Inc. Head Start Program currently has 4 of 25 or 16% of teachers who meet this criteria Section 648A. (a) 4

5 Education Coordinator  By September 30, 2013, all education coordinators (including those that serve as curriculum specialists) must have:  A baccalaureate (4 year) or advanced degree in early childhood education OR  A baccalaureate or advanced degree in any subject and coursework equivalent to a major relating to early childhood education with experience teaching preschool-age children  Ozark Opportunities, Inc. Head Start Education Coordinator currently meets this criteria 5 Section 648(A). (a)(2)(i)

6 Teacher Assistants  By September 30, 2013, all Teacher Assistants must have:  At least a child development credential (CDA);  Be enrolled in a program leading to an associate or baccalaureate degree; or  Enrolled in a CDA credential program to be completed in 2 years  Ozark Opportunities, Inc. has 25 Teacher Assistants  3 with associates degree in early childhood education  1 with AA  18 with CDA  2 enrolled in CDA  1 in process pending final assessment 6 Section 648(A). (a)(2)(i)

7 Program Governance & Human Resource Management 7 Human Resource Management policy making would include personnel policies and changes to those policies Job descriptions Standards of conduct for program staff, consultants, and volunteers Human Resource Management decisions about the program would include: Hiring or terminating the Head Start Director Hiring or terminating any person who works primarily in Head Start Transferring an employee within the program

8 OOI Hiring Outline  Vacancy occurs, management completes “Request for Staff”  In house job posting, often concurrent with external posting  Advertisements placed in appropriate local newspaper  Post job on appropriate Job Placement Boards 8

9  Applications are accepted for posted vacancies only – per agency Affirmative Action Plan and Personnel Policy  Mail or e-mail Application for Employment as requested, and to individuals who submit résumé only  Assemble Interview/Hiring Panel, Schedule Interviews, Conduct interviews utilizing uniform questions, Evaluate interview results  Conduct reference checks (last 6 years of employment and 3 personal references) 9

10 After employment offer:  Schedule pre-employment Criminal Background Check, pre-employment physical and drug screen, TB screen and/or TB test  Orientation & Child Maltreatment Registry Check  60 working day probationary period  1 st Performance Evaluation at 45 calendar days  2 nd Evaluation at 90 calendar days 10

11 Policy Council Membership & Human Resource Management  No agency staff (or members of their immediate families) may serve on Policy Council except parents who occasionally substitute for regular Head Start staff.  Current OOI Head Start Policy Council By-Laws defines an occasional substitute as one who works 30 hours or less per month (Section III – Occasional Substitute Policy)  Immediate Family is defined as: Husband, Wife, Father, Father-in-Law, Mother, Mother-in-Law, Brother, Brother-in-Law, Sister, Sister-in-Law, Son, Son-in-Law, Daughter & Daughter-in-Law 11

12 Policy Council Membership & Human Resource Management – Action Items  Determine Policy Council participation in the interview process  Establish an emergency hiring & transfer procedure  Establish an emergency termination of personnel procedure  The Policy Council can delegate, in writing, responsibility for decisions related to termination of staff to the Executive Director or Head Start Director (OHS-PC-E-016) 12
