2. PROGRAM MANAGEMENT FINDINGS Most State DOT’s manage only SPR research, NCHRP, TPF and UTC partnerships. Minimal involvement with other cooperative programs, AASHTO quick response, STIC, EDC or other federal initiatives. There should be more discussion on the interrelationship of the additional research related programs so partnerships with other DOTS’, universities, students and FHWA can result in successful outcomes.

3. PROJECT MANAGEMENT FINDINGS The Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) is a good framework for managing research projects. Many states share some or all of the practices. There are opportunities for state’s to integrate new elements of PMBOK into research project management.
