Potential Benefits of the Proposed “Statewide Digital Parcel Map” Justin Conner WLIA President – Elect GIS Specialist, Wood County Mike Koutnik ESRI Account Manager

2005 Cottonville Fire, Adams County In 2005, a man clearing his land with a small fire ignited Wisconsin's worst forest fire in 25 years Destroyed 30 homes and dozens of other structures Burns 3,410 acres in under 12 hours Leads to advances in responding to wildfires, including the use of GIS

DNR Fire Response Resources Study Identify parcel density per 100 acres and land cover type to aid in the placement of firefighting resources across the state 400 Hours of data collection – Includes phone and email contact to LIO’s across Wisconsin – Includes about 100 hours of additional DNR staff time $730 Total – Gov. to Gov. request usually resulted in free data – One county requested $5000 for GIS data – Used tax roll joined to PLSS instead Approximate cost to Wisconsin – 400 hours x $65 per hour = $26,730

ACEC serves parts of 12 south central Wisconsin Counties 36,152 electric customers $173 Million in assets “…difficulties of collecting, integrating, and maintaining land parcels from 12 counties has prevented the cooperative from using data what we know is more accurate and better maintained.” “The existing county-by-county acquisition procedure either prevents the data from being used or functions as an unnecessary economic drag when the use of authoritative parcel data should be an economic benefit to the broader state economy.” “Are we going to be arrested for having this?” – Employee at ACEC after using WLIA Parcel Project

Lance Pliml Real Estate Broker – First Weber Realtors Wood County Board Chair “As a Broker that currently works across many counties, the ability to seamlessly access this information would save hundreds of wasted hours in our offices alone.” “This appears to be one of the best ideas to streamline a process that I have seen in years. I would encourage your support.”

What could this look like? That will need to be sorted out in the planning process with input from everyone here and others. Interactive Map http://gis.co.wood.wi.us/StateParcels/index.html Mobile Friendly http://bit.ly/wisparcel
