6 Roles and Responsibilities - Customs Authorities 2 Designate customs offices open to TIR operations - Fix itineraries for TIR consignments/ operations Article 20 3 Act immediately against fraudsters in the case of irregularities or suspicion / Suspension Exclusion of TIR Carnet Holders Article 6 & 38 1 Controlled Access Implement all provisions of the TIR Convention In particular: Authorise national Issuing & Guaranteeing Association Authorise admission of TIR Carnet Holders Annex 9 Page 6 © International Road Transport Union (IRU) 2013

9 Action by Government Secure Vehicles and Containers Governments appoint Competent Authorities to deliver the Approval Certificate Each vehicle, container, needs to have a valid certificate of approval delivered by national competent authorities (Annex 3) Approval Certificate – Basic Principles (Annex 3) Individual or by vehicle / container design type Standard format – Annex 4 Renewable every two years To be kept with vehicle To be verified by Customs during TIR operations.
