3 ECO-IMAGINE Conference COASTAL GOVERNANCE, PLANNING, DESIGN and GI " 21 st - 26 th November, 2005 Nice - France Main activity to create opportunities to discuss and share knowledge, expertise, needs methodologies in the field of Geographical Information for the sustainable management of the coastal areas and of their resources, wit particular regard to the coastal landscape. Specific issues to be dealt, data mining and production analysis of the coastal systems, support to the different steps of Coastal planning and management, dissemination of reference materials, training of experts. Another important business area of GI-CLAN is education, finalised to train experts able to employ the different features of geographical information in a cross-cutting, multidisciplinary approach to coastal area management. GI-CLAN Spatial Data Interest Community (SDIC)

4 ECO-IMAGINE Conference COASTAL GOVERNANCE, PLANNING, DESIGN and GI " 21 st - 26 th November, 2005 Nice - France Special focus on… Coastal landscape is the meeting point of the natural and human features of a territory, hence the meaning of a SDIC that contributes to the harmonisation of the involved elements, as well as the related spatial information. According with the provisions of the European Convention of Landscape, GI-CLAn aims to: support the spreading of improved assessment methods and of best practices, as well as the capability of sharing data. put together coastal stakeholders and GI experts in order to better understand the GI requirements for an operational approach to integrated coastal management better relate the GI scientific context with the academic research world working in the field of coast and landscape for its diverse physical and human aspects

5 ECO-IMAGINE Conference COASTAL GOVERNANCE, PLANNING, DESIGN and GI " 21 st - 26 th November, 2005 Nice - France Geographical coverage GI-CLAN focuses especially on the Mediterranean basin because of: plenty of natural and cultural heritage high human pressure along the coast availability of studies, guide lines, and other management support materials, thanks to the work of many international organisations (i.e. UNEP/MAP, Blue Plan, etc.) Main opportunities: to tune methods and tools for other regional applications to start a harmonisation process between EC policies and UNEP, or other international organisations policies, which in the future, could be transferred also to other coastal regions

The paradigm of integration is essential: information related with natural disciplines have to be integrated with data deriving from human sciences integrated approach cannot leave the stakeholders needs out of consideration To do that GI comprehensive tools are essentials, and outstanding problems to investigate are new ways for data collection and sharing, Internet access …

7 ECO-IMAGINE Conference COASTAL GOVERNANCE, PLANNING, DESIGN and GI " 21 st - 26 th November, 2005 Nice - France ECO-IMAGINE Conference COASTAL GOVERNANCE, PLANNING, DESIGN and GI " 21 st - 26 th November, 2005 Nice - France Coastal governance, coastal planning and coastal design In a sustainable management of coastal resources the following steps are to be considered: Governance: definition of the policies for the coastal area, choices and needs for ICM and statement of the general objectives Planning: strategies, specific objectives, extension of the intervention in an operational perspective. In this phase the integration among scientists, actors, planners and decision makers is essential Design: it refers specific actions; often at a local scale. The implies a participated integration especially towards local communities. In all those phases a comprehensive view is ensured by GIS techniques, also as a dynamic tool to face evolving situations. Moreover as regards local involvement GIS play a role as connectors between operators, planners and communities, at all the different possible levels

A lot of coastal towns developed in interdependence with the sea and their waterfronts are evidence of their evolution; other coastal areas try to ensure a harmonic development of their waterfronts Moreover waterfronts are object of ICM programmes at different scales, from architectonic projects to comprehensive planning interventions and are as well dynamic areas, subject to continue changes by either local or global causes. For these reasons the management needs to be adapted to their development GIS are particularly suited, e.g. to manage inputs by actors, for tuning the programme and creation of scenarios

15 ECO-IMAGINE Conference COASTAL GOVERNANCE, PLANNING, DESIGN and GI " 21 st - 26 th November, 2005 Nice - France Contribution to INSPIRE Implementing Rules In the preparation and validation processes GI-CLAN can co-operate with the INSPIRE Drafting Teams by: supporting for a better link between scientists and users providing scientific expertise making available experts sharing projects outcomes and reference materials Moreover, the SDIC is intended to build opportunities: for scientists to discuss and disseminate their research work for GI professionals to get in touch with the state of art of technology/methodologies for final users to express their needs.

16 ECO-IMAGINE Conference COASTAL GOVERNANCE, PLANNING, DESIGN and GI " 21 st - 26 th November, 2005 Nice - France Expectations To offer a real link between the coastal users and the experts: a contact to experts needs to be activated and could continue autonomously whilst the contact to users needs a capacity of involvement, a continuity of effort and proper tools that can be ensured only by a live community. In this way INSPIRE can be a participated process and GI- CLAN would play a role in the process for a live INSPIRE- aware coastal community.
