2  Spain has very low crime rate  50 per 1,000 inhabitants annually  Street crimes occur most often  Pickpockets, robbery, credit card scams  Target foreigners and tourists  Drug offenses  Spain: 28 per 100,000 people  U.S: 560 per 100,000 people  Homicide  Spain: 1.5 per 100,000 pop.  U.S: 4.55 per 100,000 pop.  Robbery  Spain: 12 per 1,000 people  U.S: 2 per 1,000 people

3  Wants to understand the problem  Depends on involvement of municipal administrations and communities  Is the result of coordinated work among the national, regional, and local administrations

4  Deterrence  Includes the treatment and the analysis of crime  Focuses on police and justice intervention  Situational Prevention  Aims to make crimes more difficult to commit  Focuses on opportunity reduction  Social Prevention  Includes work with young people and specific groups of the population who face a higher risk of developing criminal behaviors

5  State Security Forces  La Policía Nacional (urban areas) and La Guardia Civil (rural areas)  Responsible for applying national government laws and directives around the whole country Ex: the supervision of security systems, physical design of buildings, and methods of visual control  Security Meetings  Regular meetings between politicians and police forces

6  Big Cities Prevention Plan  Focuses on 2 things: Reduction of crime by increasing number and visibility of uniformed officers Reduction of time between the criminal act and police intervention, along with attention to the victims

7  Summer Operation Program  Runs from June to October every year  Includes mass media information for crime prevention in tourist areas and protection measures in the big cities (house and office systems) when the residents go away on vacation  Closed Circuit TV Surveillance of Streets  Reduces street violence and politically motivated vandalism  Implemented in large cities and tourist areas

8  Children’s Police Unit  Operates in coordination with social services, family and penal juvenile justice, and the public prosecutor  They work in pre-criminal settings Family and social situations Preventative work in emergency situations, such as mental problems and lost/runaway children  Conciliation and Reparation Juvenile Program  Objective: to for the young offender to make amends with the victim  Initiated by the public prosecutor and developed by a psychological team  Conciliation and reparation appear to have more success in reducing re-offending than do standard punishments (incarceration) Offender takes responsibility for his crimes

9  Prevention of Tobacco, Alcohol, and Drugs Consumption  Aims to provide information about drug use and abuse  Program for the Social Integration of Poor People  The goal is to facilitate the social adaptation of disadvantaged people  Collaboration between the local Social Services, the Autonomous Labor Department, and social organizations.  Includes different areas and services such as work orientation, educational information, crisis intervention and an information service about social resources

10  1983  Response to the realization that the existing youth services emphasis on leisure and cultural activities was inadequate, due to the impact of an economic crisis, growing urban delinquency and demands from young people for change in municipal policy and services  Concluded that youth needed to be involved in the planning and organization of youth services  About 6 specific projects were implemented

Youth Information Centers  Youth information offices in public educational centers  Provide advice on employment, educational courses, tourism, leisure activities, etc.  Usually run by students with financial assistance 2. Schools remained open after school hours 3. Helping young people to find employment  Job training, work experience, communication skills training 4. Promotion of youth sports facilities  378 sports facilities have been opened in disadvantaged parts of the city

12 5. Youth Health Education  6 family planning centers run programs for teenagers Give advice on sex, alcohol, and drugs Emphasis is on prevention and treatment 6. Reorganizing public transportation to meet the needs of young people  Barcelona metro has extended hours

13  Security meetings  Need to have regular meetings to address criminal issues around the country  Security cameras in largely populated, open areas  Get young people more involved in activities
