27/04/2017 The Executive Agency Partners with complementary roles Policy Programme implementation Centralised actions European Commission Executive Agency Let me start by saying a few words about our Agency The Commission deals with policy initiatives, definition of the programme, the priorities and its impact. It works with the Members States the LLP committee and the NAs The Agency manages the centralised actions delegated to it: - from publishing the call and selecting the projects, monitoring them through to closure, and reporting on the results Although a separate public institution, supervised by the Commission, with its own legal identity, the Agency works rather as a partner for the Commission with complimentary roles. 27/04/2017 The Executive Agency A widening portfolio of programmes Programme strands delegated to the Agency External cooperation Lifelong Learning Erasmus Mundus Europe for Citizens Youth in Action Culture 2007 Media 2007 The Agency is a multi-programme Agency, dealing not only with the education and training programmes, but also the citizenship, youth, culture and media programmes In 2006, we took over responsibility for certain strands of the previous programmes such as Socrates and eLearning, with projects dating from 2002. This year the mandate of the Agency was extended to include the new generation of programmes including the LLP, Erasmus Mundus and external co-operation EACEA - Lifelong Learning Programme

27/04/2017 The Executive Agency To become a ‘centre of excellence’ Our priorities Priorities Efficient and effective programme management Synergies and interactivity Simplification, harmonisation and added value Service to applicants and beneficiaries It is the objective of the Agency to become a Centre of Excellence for the management of Community programmes We aim to do that by focusing on the priorities of Efficient and effective programme management: ensuring that results provide added value for the European Community and that there is sound financial management. Support synergies and interaction between the project participants Work towards simplification of our procedures and harmonisation of our processes, within and across programmes, in order to ensure added value as an agency. The European Parliament is watching us very closely on these points Moreover, to provide service to our clients: the applicants, the beneficiaries and indeed the Commission EACEA - Lifelong Learning Programme

27/04/2017 The Executive Agency The whole project lifecycle Complete overview of the project’s life cycle The Agency has a mandate to cover the whole lifecycle of projects We support the Commission to prepare and publish the call We select the proposals for funding using external experts We initiate contacts and launch the projects We monitor projects and support them to be successful, bringing them into contact with each other and helping them to disseminate results We asses the final results and pay the projects We provide feedback to the Commission on the results of the projects, but also on the results of the call in order to make improvements for next time EACEA - Lifelong Learning Programme

14 Erasmus Networks 2007 Define and update generic and subject-specific competences using the same method as the pilot project “Tuning Educational Structures in Europe” Develop standards for quality assurance in their particular field, taking into account the quality references and guidelines adopted in Bergen in May 2005 (Bologna Process) Address subject areas which are not yet addressed so far by projects in this field of action, such as economics, literature, philosophy, mathematics and the cultural dimension of education Map and check “rare knowledge” in any given discipline or transversal subject by compiling a list of disappearing teaching methods and concepts EACEA - Lifelong Learning Programme

20 Network Priorities for Academic Networks in 2008
Priority will be given to network proposals focusing on subject areas not sufficiently covered: law, economics, literature, the linkage between culture and education, philosophy, mathematics, studies in European integration, interculturalism and multilingualism, teacher education, sustainable development, including issues relating to energy and climate change, physical education and sport, entrepreneurship and innovation. Networks – Examples Examples of Issues to Focus On Mapping the field - describing, analysing, and comparing existing teaching methods, and defining new ones, identifying high quality teaching material and placing it at the disposal of the members of the network with the aid of databases; Activities in the Field of Quality Assurance - related to an academic field or an aspect of university management and administration; Facilitating European Co-Operation - identifying needs and obstacles in European co-operation and ways to overcome them, setting up tools (the use of ECTS, new models of co-ordination, European strategies), promoting the production of European modules; Defining and Updating Generic and Sectoral Competences - using the method of “Tuning Educational Structures in Europe” in order to take the Tuning results further, implementing the methodology and outcomes in the own discipline; Promoting Synergies between Teaching and Research - by encouraging HEI to integrate research results in their teaching and link Erasmus networks with the Thematic Networks funded by the Research DG; Reinforcing the Link between Education and Society - bringing together public and private sector, scientific and professional players, thereby contributing to Europe's innovation capacity. Access to higher education Key issues include widening access to non-traditional learners such as professionals, older learners and people with non-formal qualifications, and the recognition of prior non-formal and informal learning. The “knowledge triangle” of education, research and innovation Key issues include the reinforcement of links between higher education teaching and research and its application in industry and enterprise, and the establishment of learning regions centred on universities as a driving force for regional development. The management of higher education institutions Key issues include enhancing autonomy and accountability for universities, improved staff management systems, and the implementation of both internal and external quality assurance mechanisms EACEA - Lifelong Learning Programme
