3 Purpose of the Regional Transportation Plan Provide an assessment of current transportation modes and potential for travel options within and through the region Predict future needs for travel and goods movement

4 Purpose of the RTP Identify and document specific actions necessary to address the region’s mobility and accessibility needs Identify and document public policy decisions by local, regional, state and federal officials regarding transportation expenditures and financing

5 Purpose of the RTP Identify needed transportation improvements to serve as a foundation for (a) FTIP (b) RTIP ( c) ITIP (d) Environmental Impacts (e) Air Quality Conformity/SIP

6 Purpose of the RTP Provide a forum for participation, cooperation and partnerships that reconcile regional transportation issues Involve the public, federal, state, and local agencies, as well as elected officials, early in the planning process

7 2002 Regional Transportation Plan will: 2002 Regional Transportation Plan will: State law now requires RTPs to be updated every three years Plan for 10-year and 20-year transportation needs Focus on ALL modes of transportation within Kern County

8 Regional Transportation Plan Components Development of the RTP is based on state and federal statutory and regulatory requirements as well as CTC recommendations Govt. Code 65080: Each RTPA shall prepare and adopt an RTP directed at achieving a coordinated and balanced regional transportation system including: Mass Transportation Streets, Roads and Highways Railroads Bicycles and Pedestrians Goods Movement Aviation Facilities

9 The RTP shall include: Policy Element Action Element Financial Element

10 The RTP shall include: A Policy Element that reflects the mobility goals, policies, and objectives of the Kern Region The Policy Element will: Describe transportation issues in the Kern Region Identify and quantify regional needs expressed within both a short range (10 year) and long range (20 year) framework Maintain internal consistency with the Financial Element fund estimates

11 An Action Element that identifies programs and efforts to implement the RTP The Action Element will: Establish assumptions Identify potentially significant needs and issues Forecast needs based on demographic & economic trends Develop reasonable transportation improvement alternatives based on land use forecasts, roadway network, funding potential and transit options

12 The second section of the Action Element identifies all projects to be programmed It establishes linkages with state and local transportation plans and programs It summarizes the most significant aspects, such as new technologies, previous plan accomplishments, as well as resource sharing and public/private partnerships It identifies the specific need for projects in a systems context

13 Financial Element The Financial Element summarizes the cost of implementing each project discussed in the RTP, considering a financially “constrained” program Both the availability of potential federal, state, local and private funding options and the ability of the region to secure these funds are major considerations

14 Timeline September 21, 2000 We’ve only just begun! January 2001 – May 2001 Public participation meetings June 2001 45 day public review period July 19, 2001 Board workshop for the 2002 RTP September 20, 2001 Board approval
