18. 18 DC Tie Schedules – Updates from QMWG See Draft NPRR From WMS…Do we need to update specs based on the following? –Seeking WMS opinion on whether or not DC Tie Exports should be treated as Load Request Working Group to recommend NPRR and/or procedure changes, if need –DC tie exports are part of adjusted metered load Pay for ancillary services RUC Capacity Short charges are assessed to Market Participants based on how well they cover Real time Load which includes DC tie exports –Current Transmission and Security Operating Procedures do not consider exports as load Not taken into account in RUC process Not part of the load forecast Security Analysis is performed around 1600 after COPs have been submitted –This Load has been curtailed day ahead to protect against contingencies Day ahead load flows are used as opposed to updating in the adjustment period –Suggested guiding principle: DC Tie Exports are treated as load Curtailed only in emergencies (local transmission and capacity) –First load curtailed in an emergency RUC Security Sequence should include DC tie export information –Include DC tie export Tags in the load forecast and RUC process Move the decision to curtail load to the Operating Period and use day ahead curtailments only in extreme cases –Operator should use HRUC process to determine DC Tie Export curtailments »In extreme cases DRUC or real-time may be used MISUG9/07/2011
