13 Learning Hours Guided Learning Hours represents only those hours in which a tutor, trainer or facilitator is present and contributing to the learning process. In some organisations this is referred to as ‘contact time’. Learning time, in comparison, is an estimate of all the time required to achieve the learning outcomes. This may be the same as contact time but it is more likely to include time outside of the contact time necessary to acquire knowledge and/or develop skills. Learning time should address all learning relevant to the learning outcomes, regardless of where, when and how the learning has taken place. 14 Importance of Initial Assessment Guided Learning Hours are ONLY a guide (recommended GLH) GLH are allocated based on the direct input the “average” learner would require to complete the unit Not all learners will need this Some learners will need more Initial assessment is crucial to determining the individual learning plan for each learner QCF Qualification Briefings – H&SC October 2010 24

15 Assessment Principles Assessment of competence based units Assessment decisions for competence based learning outcomes must be based on evidence generated in a real work environment and made by an occupationally competent assessor. Assessment decisions for competence based Learning Outcomes must be made by an assessor qualified to make assessment decisions Competence based assessment must include direct observation as the main source of evidence Expert witnesses can be used for direct observation where they have: - occupational expertise for specialist areas or - the observation is of a particularly sensitive nature - the use of expert witnesses should be determined and agreed by the assessor QCF Qualification Briefings – H&SC October 2010 25

16 Assessment of knowledge based units Assessment of knowledge based Learning Outcomes may take place in or outside of a real work environment. 18 Expert Witnesses All Expert Witnesses must: have a working knowledge of the QCF units on which their expertise is based. be occupationally competent in their area of expertise. have EITHER any qualification in assessment of workplace performance OR a professional work role which involves evaluating the everyday practice of staff. 19 Internal Quality Assurance All Internal Verifiers at City & Guilds approved centres must work to the standards of V1 or its replacement. Although it is not a ‘requirement’ to hold a formal qualification best practice would be to achieve V1 or its replacement All Internal Verification activity and decisions must be capable of audit by the City & Guilds External Verifier QCF Qualification Briefings – H&SC MAY 2010 29

20 Evidence requirements Observation in the workplace remains the key to assessment Observation by assessor or EWT Simulation not allowed unless stated in unit Portfolio of evidence Knowledge can be separately assessed if appropriate City & Guilds will provide assignments and marking criteria for many ‘Knowledge Only’ units. 21 Activity 1 Look at the example units from level 2 &3 some are knowledge only and some are competence based. In groups, either Have a look at one of the City & Guilds assignments. Discuss how you might use these. Or Have a look at a competence based unit and create an assessment plan. Or Discuss and plan how to address the delivery of the learning outcomes and the guided learning hours for the unit. 22 Certificates in Preparing to Work In Adult Social Care (4229) Replaces Certificates in Health & Social Care (3179) Will be part of Apprenticeships in Social Care Available at levels 2 and 3 Both levels have 9 units and 20 credits at level 2, 21 credits at level 3 GLH are different level 2 is 179 level 3 is 194 2 of the units at each level are included in the H&S Care Diploma at the same level There are common knowledge based learning outcomes within some of these units and some of the Diploma units. 28 Level 3 Diploma for the Children and Young People’s Workforce There will be a single level 3 qualification in England with three endorsed pathways: Learning Development and Support Services (LDSS). Appropriate for Learning mentors, Connexions officers, Education Welfare officers Early years Appropriate for those delivering EYFS and home based looking after children aged 0-5 Children’s social care.
