3 Work package WP1 Project summary The aims of the Project - to establish a voluntary system for development and recognition of professional competencies and skills of the building workforce in Lithuania in relation to requirements for nearly zero energy buildings. Project results : At least 14 technology descriptions and corresponding training programs; Concept of certification of workers and the financing (report); 90 trainees (workers) and 36 trainers trained according new developed Training scheme; Number of promotional activities implemented ; A Guide for Customers developed and published. Quality monitoring scheme of attestation and certification.

4 Work package WP1 Project Background Underlying problems and issues the project aims to address: Focus on processes and reglamentation, instead of 2020 goals and training; Fragmentation within VET-construction sector; Lower price biddings result in lower quality; A lack of resources for continuous training and skilled workers ; Low demand for EE and RES; Lack of awareness among SMEs regarding energy savings; Big gap between theory of energy efficiency improvements and practice; Market is not prepared to embrace Directive on Energy Performance of Buildings No. 2010/31/EU (EPBD) Lack of data with regard to Status Quo; Weak experience in terms of renewable implementation in buildings; No demonstration buildings, limited data for research, limited best practice.

5 Work package WP1 Objectives Requirements for nearly zero energy buildings comprised of: voluntary employees' competence acquirement, assessment, validation and certification system (Qualification Scheme); curriculum development and train the trainers (Training Scheme); a pilot implementation of developed Qualification and Training Schemes with assessment, validation, and certification of groups of workers in selected professional areas; dissemination and Promotion of the newly created Qualification and Training Schemes.

6 Work package WP1 The areas the project will be focused on:

7 Work package WP1 Objectives of First Period 1)To Establish and operationalize project management procedures; 2) To initiate the platform of stakeholders; 3) To analyse foreign experiences and initiate discussion regarding voluntary employees' competence; 4) To initiate monitoring actions for the Qualifications’ roadmap.

8 Work package WP1 Main Period results (1) Development of a package of procedural documents; Organisation of 2 Project Management Committee meetings (including Kick off); Establishment of a Project Management Unit and WP leaders; Financial administration of the project; Development of project documents’ storage,exchange platform and detailed project plan; Deliverable (D1.2). Report outlining complementary nature of VBTCs activities under the EU funded projects. Finalisation of specialisation areas for technology descriptions; Development and adoption of requirements for technology descriptions; Drafts of 12 Technology descriptions; At least 47 internal meetings among partners and meetings with stakeholders were organised and documented; Preparatory works were undertaken for development of D.2.3 Certification of workers and financing concept; Promotional activities took place to attract relevant market players

10 Work package WP1 Next Period OBJECTIVES To finalize technology descriptions, including requirements for the competences; To prepare certification of workers and financing concept; To agree on training program structure and start development of the training material for new training scheme To update and further implement communication and dissemination plan To extend project website To continue collect information regarding implementation of qualifications' roadmap developed during Build UP Skills I pillar project. Further contribute to EU Exchange activities. To ensure smooth and timely implementation of the project and the quality of project outputs and deliverables

11 Work package WP1 Expected impacts In the course of the project a list of works related to the construction of low-energy buildings subject to stricter requirements will be made ; Analysis of the needs of companies could lead to introduction of new professions or specialisations ; The project directly provides an input into new professional standards for related professions by taking into account upcoming changes in construction and energy sectors ; The project will develop and test modular training ; The project will measure the quality of non formal continuing education ; The project will largely contribute to strengthening of the relationships with employers and equipment suppliers ; The project directly addresses legitimization of the “Qualification Passport” ; The project includes pilot training of of trainers and trainees; The project raises quality of qualification improvement through introduction of certification system for workers; The project provides recommendations for both public and private entities, to set requirements for new buildings; Opportunity for free publication of information on non-formal training will be created.
