3 Introduction The Estonian Road Administration (ERA) is a governmental organisation operating within the administrative area of the Ministry of Economic Affairs and Communications with management functions: -executing state supervision -implementing state policy -offering public services on basis and to extent prescribed by law

4 Public Transport Department The main functions of the Estonian Road Administration in the field of public transport are as follows: 1. to plan and organise public transport in co - operation with local authority associations, carriers and associations of carriers ; 2. to organise nationwide public transport surveys; 3. to co-ordinate kilometer tariffs and ticket prices in county bus lines; 4. to advise rural municipalities, citys and county goverments in matters concerning drafting and implementing public service contracts;

5 Public Transport Department 6. to organise supervision over public bus service contracts  long-distance service;  county regular services; awarded for rural municipality and city regular services, provided that earmarked subsidies are paid out of the state budget for the public service obligation 7. issues line permits for domestic long-distance lines

11 What is new in 2015 ? Public Transport Act came into force 1st of October Consideration Points were implemented from 1st of October On-board cameras were installed in state owned buses in Harju county New bus operator Joint supervisory operations

12 Consideration points ? Issuing commercial domestic line permits is regulated by the Public Transport Act Public Transport Act gives the Estonian Road Administration the right of discretion The reason the Act gives the right of discretion is due to the fact that public transport is a service of common interest and the State has to provide sustainable and stable service for its citizens

13 Consideration points To ensure that all Service Providers and their applications are evaluated under equal conditions the Estonian Road Administration in co-operation with the Union of Estonian Automobile Enterprises, county governments, Ministry of Communications and Economics and other interested groups wrote down consideration points to be as guidelines

14 Consideration points The old consideration points were somewhat restrictive The main reasons why the ERA was forced to reject the permit application was the minimum time difference between services -for rush hour it is 30 minutes -rest of the time 60-90 minutes The RA had right to issue the permit and not taking into account minimum time difference if the passanger volume per departures was more than 75% of the coach capacity

15 Consideration points Under the new Public Transport Act the ERA has the right to refuse issuing permit only on the following occasions: -The service provider has occupational violations -The service will interfere with public regular services (subsidies by the State) -The service will not be as good or better as current service provider is offering. The Road Administration established a committee whose responsibility is to evaluate application by taking into account the consideration points.

16 Consideration points The committee will evaluate the services under the following criteria -volume and stability -accessibility -safety of the vehicles -accessibility for people with reduced mobility -ticket purchasing possibilities

17 New coach company The new Transport Act allowed firts time in years for new coach companies to come to Estonian domestic bus line market and for the existing companies to expand Starting from 14th of December there will be new coach company in the market - departures from Tallinn to Pärnu, Tartu and Narva direction

19 Onboard cameras In recent years The State has bought 120 new buses with the resources obtained through CO2 emissions trading and were put into service for county lines. In 2015 Estonian Road Administration installed 58 onboard cameras to Harju county buses -Cash flow increase was 4 % ( 10 000 EUR per month) -The cash flow increase indicated that onboard cameras are must be addition to county line and city line buses in the future

20 Joint supervisory operations Starting from 2013 Road Administration, Police Board, Estonian Tax and Customs Board and Labour Inspectorate do joint supervisory operations The opertations take place twice a month The main focus is on the general technical condition of the vehicles, compliance with requirements of Working Hours and Rest Time Act, documentation and companies state tax related behaviour.

21 Joint supervisory operations Main goal of the joint operations are: to use state resources as efficiently as possible to use the competence of diffrent state officials
