General Observations We could spend many months defining and debating on the attributes a Technology Selection Process There is no single, perfect process for selecting among technology proposals Any process we adopt is likely to need refinement during its execution. 802.20 must adopt an executable TSP before technology proposals can be accepted and considered. At the same time, we need to adopt a TSP that will work effectively and facilitate future progress.

5. What does 802.20 need? A TSP that is good enough for the job at hand. To leverage the experience of other 802 working groups. To avoid reinventing the wheel To get on with it!

Attributes of a good TSP: Clear and unambiguous set of procedures Promotes compliance to requirements Ensures uniformity in technical level and content of proposals Promotes discussion and disclosure of necessary and sufficient technical information Treats all proposals fairly and consistently Funnels down to ultimate selection between the two best alternatives

7. A few more observations… Other 802 working groups have developed and executed TSPs before No matter what TSP is adopted, 802 P&P mandates a 75% threshold for success … …and therefore, a deadlock will always be possible. Therefore, the TSP must promote consensus and cooperation

Key Elements of 802.11n TSP Adopts requirements, evaluation criteria, channel and usage models prior to call for proposals Allows for either complete or partial proposals and specifies handling of each Specifies in detail the process steps and requirements on proposal submitters Conducts down-selection in rounds, each of which eliminates the proposal with the least amount of support

Key Elements of 802.11n TSP Allows merger, resubmission and re-presentation of proposals prior to each down-selection round Mergers may not occur among eliminated proposals solely Confirmation roll call vote occurs when one proposal remains. 75% approval required for confirmation. Confirmed proposal adopted as basis for initial specification of draft standard without further voting.

11. Comments on Current TSP Proposal “It does not (as of the current version) include all components of a complete procedure.” (C802.20-04- 72r3) Requires revision and consolidation to occur prior to down-selection. Proposes to rank proposals, without a relationship between the “ranking” and “selection” processes. Assumes that one proposal can achieve a 75% threshold in a single round of voting among N proposals

12. Summary 802.20 needs a TSP that is good enough for our purposes. Other 802 Working Groups have developed, executed and further refined technology selection processes. 802.20 should leverage the experience of other 802 working groups. 802.20 WG should consider adopting adaptation of 802.11n process presented in C802.20-05/12.
