5 MAJOR INFORMATION GAPS Groundwater outside Grand Forks, especially GW – SW interaction Irrigation water return High elevation climate data Water quality in sub-basins with potential for mining Riparian function What is potential to improve habitat conditions for target fish species? (flow, temperature, riparian function, channel morphology) … others?

6 RECOMMENDATIONS – Part 1b Develop watershed population and economic development future scenarios Review groundwater demand, considering potential switches from SW; set priorities for detailed study Desktop assessment of GW-SW interaction for higher priority aquifers Additional runs of Climate & Agricultural Demand Models (present & future) Water quality survey Creel surveys – update angler use Radio-telemetry to identify critical habitats and confirm fate of adults fish in the summer (do they depart or die?) Organize “riparian working group” to collate existing knowledge and set priorities for assessment and/or restoration

7 MONITORING NETWORK UPGRADES High elevation climate station & one or more Farmwest stations Boundary Creek hydrometric station Observation wells (e.g. Midway & Grand Forks) Fisheries monitoring in support of management strategies Regular assessments of riparian function Others?

8 Next steps Recommendations: Address issues related to flow calculations and water balance corrections due to irrigation water demand Finalize minor revisions with Summit Publish final document, with good printed copies sent to key organizations Prepare addendum if required with further calculations.

9 Preview of Stakeholder Engagement Plan Purpose – template to guide our involvement of public in support of planning outcome: “strategic vision for the watershed with concrete actions to be undertaken by the various agencies and stakeholders who have a role in the management of water and land resources within the basin, including individual citizens”

11 Commitments Different stakeholders have different needs and interests in being involve Challenge is to provide all four levels of involvement here, as appropriate for community members (examples)

12 Engagement themes Support a planning process that is credible, legitimate, fair, open, and learns from public knowledge and experience and best available scientific information Use education, outreach, and dialogue to build awareness of the watershed, support for watershed management and public understanding of its function

13 Stakeholder Engagement Opportunities 1.Commencing – Presentations to public on state of the watershed – Newspaper / radio / web site (throughout) – Public release / review / comment at each milestone 2.Issues, values, visions – Attending public events / gatherings to share info & hear issues (throughout) – Survey #2 on watershed issues & values – Community mapping & visioning sessions (mid-fall) 3.Goals, objectives, priorities – Special meeting to map issues to governance to support prioritization – Linking with other processes (OBWB, CBT) 4.Solutions – special meetings / workshops 5.Draft Plan – public presentations, open houses, survey #3 6.Implementation Planning – meetings with key stakeholders & groups interested in implementation role
