CEDR PG PlanningCEDR – EB Meeting, 19 June 2008 History of Task M3/M8  CEDR SP1 included Tasks M3 & M8 (Road Data and Performance Indicators) with objectives to:  “…bring together road network performance information in a coherent way, in a consistent format, and at a high level of quality…, as well as to improve TERN and road asset statistics”  “[develop] a set of indicators which [allow]…road directors to benchmark their networks against other networks”  Tasks confirmed in 2007 Revision Report

CEDR PG PlanningCEDR – EB Meeting, 19 June 2008 Task M3/M8 Activities to Date Location Referencing Pilot Study 2005 – 2006 Performance Indicator Pilot Study 2005 – 2006 Implementation Options Analysis 2006 – 2007 Impact Assessment & Cost Benefit Analysis 2007 EB accepts recommendations and agrees next steps at Rome meeting September 2007 ‘Road Map’ for implementation January 2008 TD Management divided over need for network Performance Indicators – need direction from EB March 2008

CEDR PG PlanningCEDR – EB Meeting, 19 June 2008 What is proposed?  Consistent performance reporting framework for the TERN that consists of:  A common location referencing model for TERN links  More meaningful network performance indicators based on commonly agreed data definitions  The framework will sit above and not replace national databases and referencing systems

CEDR PG PlanningCEDR – EB Meeting, 19 June 2008 Benefits of Proposed Framework  Provide more meaningful reports on the performance of the TERN, based on consistent data definitions  Once implemented, require less resource input to produce performance reports and provide information to other organisations such as EC  Be easier to control and manage changes to reporting requirements  Support benchmarking of network performance amongst CEDR members

CEDR PG PlanningCEDR – EB Meeting, 19 June 2008 Action Plan for 2008  Location Referencing Guidance  Will be tested in real-life situations  Due to be completed December 2008  Performance Indicators  Need to confirm requirements for PIs  Proposal for PI workshop accepted by GB in Ljubljana, April 2008  Following workshop in September 2008, requirements for PIs will be confirmed  In December 2008, EB will be asked to make decision whether or not to proceed with this work as part of SP2 Task 2
