In 1954, the U.S. Supreme Court ruled on the Brown vs. Board of Education extending equal protection to minorities paving the way for those students with disabilities.
In 2004, President George W. Bush signed into Congress H.R. 1350, The Individuals with Disabilities Improvement Act (IDEA 2004), which included modifications in the IEP process and procedural safeguards, increased authority for school personnel in special education placement decisions, and alignment of IDEA with the No Child Left Behind Act of 2001.

In 1975, Congress passed Public Law which proved to be
landmark legislation, requiring public schools to provide students
with a broad range of disabilities - including physical handicaps,
mental retardation, speech, vision and language problems,
emotional and behavioral problems, and other learning disorders –
with a "free appropriate public education." Moreover, it called for
school districts to provide such schooling in the "least restrictive
environment" possible.

The Equal Opportunities Act of 1974 provides that no state shall deny
equal educational opportunity to an individual on the basis of race,
color, sex, or national origin.
The Massachusetts Law of 1647 decreed that every town of at least 50
families hire a schoolmaster who would teach the town's children to
read and write and that all towns of at least 100 families should have a
Latin grammar school master who will prepare students to attend
Harvard College.

Since the first special education law was passed in 1975, legislation has contained core principles to ensure the educational rights of students with disabilities and their parents including zero reject, free appropriate public education, least restrictive environment, non-discriminatory evaluation, parent and family rights and procedural safeguards.
The Rehabilitation Act of 1973 protects the civil rights of ALL individuals with disabilities.
