5 Context and background Special educational needs and disability code of practice: 0 to 25 years Local Offer Education and Health Care plan

6 Context The Children and Families Act 2014 takes forward the reform programme which includes: Replacing Statements and learning difficulty assessments with a new 0-25 single Education Health Care plan (EHC), offering families personal budgets Improving cooperation between all the services that support children and their families Requiring local authorities to involve children and young people and parents in reviewing and developing provision for those with Special Educational Needs and Disability (SEND) and to publish a local offer of support

7 What is the Local Offer? Local authorities must publish a Local Offer, setting out in one place information about provision they expect to be available across education, health and social care for children and young people in their area who have SEN or are disabled, including those who do not have Education, Health and Care (EHC) plans. In setting out what they ‘expect to be available’, local authorities should include provision which they believe will actually be available. Code of Practice 0-25 July 2014

8 Local Offer has two key principles To provide clear, comprehensive, accessible and up to date information about the available provision and how to access it To make provision more responsive to local needs and aspirations by directly involving disabled children and those with SEN and their parents…and service providers in it’s development and review

9 The Council’s vision is for: “ Every child and young person with a special educational need or a disability to be given the best chance to succeed in life by enabling them to maximise their potential at school and college, and to move successfully into adulthood”

10 Developing your local offer Your local offer needs to include the following information for parents: The opportunities and structure to support all children with special educational needs and disability for which provision is made within the setting.

11 Developing your local offer Early Years Settings need to consider the following elements: Engagement with children. Information about the settings processes for the identification and assessment of children with SEND. The views of children. Supporting children and their families. Feedback. Progress of children with SEND.

12 Activity In groups: Use the questions to start to identify what you could include within your local offer

13 Your local offer content This should include: What is available – support & accessibility Detail of the provision for SEND children – experience, skills and resources Arrangements for identifying and assessing children and young people with SEND How you intend to work with other professionals and partnerships with parents How you will meet children’s needs – resources, opportunities How you support transitions

14 Your local offer This should be: Factual Holistic Accessible Transparent Parents need to have a clear understanding of what you provide for all children.
