3 Korea Network Information Center 3 Status of Spam  Due to Internet abrupt expansion, there have been many types of Network Abuse in Korea –Hacking, Spamming, Virus spread & etc.  What is SPAM? –Generally unsolicited mailing –Usually to many people with commercial purpose  Why are they spamming? –E-mail’s popularization because of Internet users’ exponential increase in Korea (Almost half of population) –Cost-effective marketing method

6 Korea Network Information Center 6 Anti-spam Activities  Enactment of Regulations against Spam –Enforcement Regulations on Information & Communication Network Use Promotion and Information Security Obligation to insert [Advertisement] in Korean in the subject line of all commercial mail Inscription of “Reject” buttons or links Prohibition to send commercial e-mail repeatedly against rejection expression If break above rules, Fine about USD4,000 to spammers

8 Korea Network Information Center 8 Problem Points  World-wide Network Abuse, but localized countermeasure –Rapid penetration based on technological advance & openness of global network –But, local countermeasure by language differences & local policy  Unsettled sound Internet culture –Inefficient mind on internet security –Cyber egoism

9 Korea Network Information Center 9 Suggestions  International Cooperation –Investigation of Cooperative Counterpart of Each Economy Unit –Policy coordination, considering each country’s situation –Apply systematic & consistent basic policy globally  Endeavor for Sound Internet Culture –Raise public awareness of sound Internet culture by reducing cyber egoism & crime
