2 SIT-29 Meeting CNES, Toulouse, France 9 th -10 th April 2014 2 CEOS Role in Post-2015 GEOSS Item for discussion: GEO continuity endorsed by GEO Plenary/Ministerial; focus on development of 10-year follow-on Implementation Plan in advance of 2015 Ministerial CEOS continues to make key contributions to GEO Work Plan and associated global initiatives, but will it have role or influence in future GEO governance? Individuals from CEOS Agencies (DLR, INPE, NOAA) have been proposed to participate in GEO Implementation Plan WG but were named by GEO Member countries and have no specific link to CEOS Discussion in ExCom documents regarding potential role of GEO Participating Organisations in ExCom/GEO governance: would CEOS aspire to such involvement? if so, how could it engage? Would this be a role for SIT Chair? (beyond annual CEOS/GEO Tasks coordination role?) As a matter of concern, how can CEOS maintain continuing proactive role in GEO matters, when it is currently unable to fill Vice-SIT Chair, Deputy CEO positions so critical for such interaction?

3 SIT-29 Meeting CNES, Toulouse, France 9 th -10 th April 2014 3 Observation Requirements: CEOS Expectations & Guidance to GEO Geneva Declaration: “… agree to develop the work of GEO through 2025 in line with the recommendations put forward by the GEO-X Plenary as the foundation for shaping GEO through 2025” Recommendations put forward related to observation requirements: Ministerial Guidance on the Evolution of GEOSS document: “Develop a comprehensive interdisciplinary knowledge base defining and documenting observations needed for all disciplines” Interventions at Plenary/Ministerial, in particular from ESA Which requirements and what process?

4 SIT-29 Meeting CNES, Toulouse, France 9 th -10 th April 2014 4 Observation Requirements: CEOS Expectations & Guidance to GEO Preliminary Guidance for GEO 2025 “Develop a comprehensive, interdisciplinary Earth observations (EO) knowledge base, by engaging with existing and new Communities of Practice and leveraging the expertise of partner organizations, to define clearly the observations needed for all disciplines […] The knowledge base will: a. Document new information on essential observation requirements for key domains and integrate with existing observation requirements databases b. Allow for requirements gap analysis through an iterative documentation process”
