2 Opportunities for the Institutions and the System as a Whole This report sets forth 12 opportunities for the Board to consider. Viewed holistically, these can strengthen the ability of each Institution to deliver IT services to students, faculty, and staff. They can help to better manage risk, gain cost savings estimated at $90M over 10 years, and make the System and its Institutions more effective and competitive. 1. 3 A.Focus on IT Planning, Leadership, and Organization Establish IT Strategic Planning for the System Defining the Role of IT Leadership at the System level and at the Institution Address the Changing Role of IT Service Providers

4 B. Coordinate IT Procurement and Enterprise Systems Establish a System-Coordinated IT Purchasing Function Investigate e-Procurement Software Focus on Enterprise Applications Procurement and Licensing

5 C. Leverage ARE-ON Collaborate on Cloud, Data Center and Disaster Recovery Services Infrastructure Consider a 24/7 Tier-1 Help Desk to Serve the System’s Institutions

6 D. Create System-wide Communities of Practice Coordinate Professional Development Opportunities Collaborate to Meet Demands for Information Security Adopt Best Practices in Project Management Enhance Support for Academic Technology

7 A Plan for Action Technology is a critical component of every Institution’s daily operation. In addressing the role of IT in the Transformation 2025 Vision, the Board has an opportunity to lead the entire System forward. The Board should be prepared to undertake the following next steps: Understand this report’s findings and recommendations Identify the Board’s strategic expectations for the System’s role in delivering IT services

8 Establish high-level objectives that will guide strategic planning for IT, including the following areas: Determine an appropriate role for the System in IT leadership and organization Increase the purchasing power of Arkansas’s Institutions Coordinate administrative systems planning for Enterprise Resource Planning (ERP) Strengthen IT Security to protect data and brand reputation Build IT Communities of Practice
