4 4 Approach from the last consultations Pre-sessional consultations on registries (2-3 Bonn 2002) Paper by the Chair containing possible technical standards Comments by Parties on the paper: -aim at performance-based level for COP8 -clarify contextual framework of the technical standards Working paper prepared by the secretariat, with technical assistance, as basis for discussion at these consultations Goal of these consultations: Prepare draft technical standards for SBSTA17 / COP8

5 5 Framework of technical standards By 2005? ? ? Develop, test, go online, maintain Construct the full system to support the transactions model  put it to use Technical specifications Precise technical detail on how the system works Functional specifications Give more detail on how the system works General design requirements COP 8 Set out what the system needs to be and to do Transactions defined in decision 19.CP.7 COP 7 Sets out transactions in support of Kyoto Protocol

6 6 Framework of technical standards Develop, test, go online, maintain Technical specifications Functional specifications General design requirements Transactions defined in decision 19.CP.7 Do the “what” before the “how” General design requirements include “transaction rules” Some rules may need contractual arrangements Technical experts Policy experts These are normal steps in developing IT specifications But standardize some levels to harmonize final registry systems

7 7 Possible future work Future work is needed! Elaboration of the functional and technical specifications Review of all requirements and specifications in the framework, as necessary, over time Further cooperation on registry systems, as desired General design requirements to give clear signal to later elaboration and review, but may be reviewed over time Early development of the transaction log may be helpful

8 8 Issues not yet touched upon Review of registries -Article 8? -an independent process feeding into Article 8? Implications of other unfinished work -modalities for sinks in the CDM
