2 Devastating Budget Cuts? Okay, so they don’t look so bad on the surface 2.21% enrollment growth ($126 mil) $35 mil to back fill categorical cuts proposed in 2010-11 (replacing ARRA backfill) $25 mil for Economic & Workforce development $20 mil for Career Tech programs No cost of living adjustment

3 Budget……… Paid for by deferring Spring apportionments until July Imposing borrowing costs onto districts Guaranteed funding for K-14 remains the same as 2009-10 Cut to Student Success Initiative – Basic Skills 2+ million

4 This just in….LAO Report Prop 98 Guarantee Min. amount of funding state would be required to provide to K-14 Main factors that contribute amount art: General fund revenue Growth in personal income Local property tax Growth in attendance

5 And there is more… Nothing prevents legislature form providing more $$$$ A 2/3 vote of both houses can suspend Prop 98 minimum guarantee Done in 2010-2011 year

6 Forecast….. Prop 98 Min Guarantee – $47.5 Billion in 2011- 2012 2 billion less than 2010 allocation Expect healthy growth the next 4 years Reaching $59 billion in 2016

7 2010-11-12 Issues @ minimum $2 billion less There are $1.8 billion in deferrals paid in 2011-12 Estimated cost of living adjustments and growth in attendance -- $1 billion THEREFORE $5.2 billion less in 2010-2011 Does not take into account loss in federal money

8 Recommendations from LAO Rethink deferrals Send signals about categorical funding (will flexibility continue) Look for targeted reductions in lower priorities

11 Impact on Students Course sections From 2008-09 to 2009-10, course sections decreased 9% (38,261) Section size increased by 9% (all time high) Basic Skills sections – decreased 6.6% Student Services Access to student services (counseling, tutoring, etc.) directly correlates to student success.

12 Recent Cuts Impact on Colleges in Future The budget is expected to be ‘reopened’ as early as December or January More money not expected to come anytime soon

13 What do you need to know? 2009 Budget Act (Chapter 1, Statutes of 2009) 29. ……It is the intent of the Legislature that community college districts, to the greatest extent possible, shall implement any necessary workload reductions in areas other than basic skills, workforce training, and transfer.

14 Need to know…… CC turned away 140,000 students last year (133,000 first time students) 2010 Budget Act provides $126 million for 26,000 FTE enrollments “These added resources represent an opportunity for community colleges to expand access to badly needed instruction in basic skills, transfer, and workforce training.” (Scott 10/28/10)

15 Need to know… Chancellor’s office is discussing how to ask for an accounting of basic skills funding Including measures of results “Expectation -- that colleges are on track with making major changes to student success with basic skills efforts” Colleges should be institutionalizing what works
