The Future of Culture and Sport in Scotland Prospectus by VOCAL November 2015

Why the need for a Prospectus Physical inactivity contributes nearly 2,500 deaths a year in Scotland, and costs the NHS around £91m a year. In 2013 around 1 in 6 children were at risk of obesity, with a further 12.8% at risk of being overweight. In 2012 1 in 6 adults exhibited signs of psychiatric disorder.

Why the need for a Prospectus There is evidence showing that sport can help build up social capital, acting as a ‘social glue’ by increasing social connectiveness and sense of belonging. There is evidence that cultural participation can contribute to social relationships, community cohesion, and make communities feel safer and stronger.

Why the need for a Prospectus Cutting budgets in culture and leisure will not offer a solution to the challenges facing public service delivery organisations. The resources channelled into these services are too small to make a significant difference, yet damaging service delivery will have disproportionately negative impacts on communities and will result in disproportionate increased costs to other public service delivery organisations. (EKOS Survey Feb 2014).

Why the need for a Prospectus - Culture In 2012 the creative industries in Scotland had a turnover of more than £5bn to the economy and in 2013 supported 68,000 jobs. The gross added value of the creative industries was £77bn in 2013 and accounted for 5% of the UK economy. There is £166 annual return on investment per library user at a cost of £21 per head of population (per capita spend on health is £2,124, on education and training of £1,440, on agriculture/fisheries £197, and social services £861).

Why the need for a Prospectus - Sport People who participate in sport and exercise in Scotland are twice as likely to report good health than those who do not. Attendances at local authority leisure services have increased by 35% since 2008/9. Edinburgh’s sport and leisure programmes return an estimated £32.5m in reduced health and social care costs and other gains for £9.2m investment.

The Power of Culture and Sport Services The Prospectus demonstrates that culture and sport services can and should be considered as core services alongside Education, Health and Social Work to deliver immediate and long-term economic benefits. However, what makes culture and sport different is that people will choose to engage and feel empowered, connected and inspired as a result.
