3 What does the Executive Branch do? The President is the lead executive –There is also the Bureaucracy that helps the president enforce the laws

5 Bureaucracy Complex web of people, procedures, and departments – not mentioned in the constitution – created to make government decisions Power moves from the top down

6 Public Policy Public Policy – All of governments actions and programs that address issues and problems in a society or working national goal Constitution doesn’t specify how public policy should be carried out

7 Civil Service Today… Based on merit –Exam The Hatch Act – cannot be politically active

8 Many Bosses…  Congress - Creation, appointments, overturn decisions with new laws, oversight, and budgets.  President - Can order an agency to do what he/she wants – they have to do it - checks and balances  Courts - Agency can be sued - Can stop an action by an agency

10 The Cabinet The President is in charge of 15 Executive Departments that help him run the country

11 The Cabinet The head of each department is known as a “Secretary” - Department secretaries are appointed by the president - Confirmed by the Senate - They solely serve the president - Together they make up the President’s “team” they are his top advisors on their specific area of expertise

13 Organization Each department has sub units – bureaus, services, offices, or administrations

14 Executive Departments Department of State – Foreign Affairs - Embassies, consults with countries around the world - Secretary of State – Powerful negotiator

15 Department of Defense - National Security - Military - Overseen by Joint Chiefs of Staff

16 Department of Justice - Federal Courts, attorneys, FBI, DEA, INS - Represents the government in court – enforces the laws of U.S.

17 Executive Departments Department of Interior - Protects public lands, natural resources, oversees the relations with Native Americans - National Park service, Fish and Wildlife etc…  Department of Agriculture – FDA - Helps farmers improve incomes and markets – conservation of land

18 Department of Commerce - Census Bureau, patents - Promotes trade  Department of labor - Promotes welfare of workers - Enforce minimum wage and safe working conditions

19 Department of Health and Human Services - Protect the publics health - Provide social services

20 Executive Departments  Department of Transportation - Highways, mass transit, air - Coast guard and merchant marine Department of Housing and Urban Development - Preservation of Communities - Office of Fair Housing and equal opportunity
