Topics in School Safety School Safety Advisory Committee As defined by the School Safety Advisory Committee, the term “school safety” refers to and includes the critical and necessary environment in which effective teaching and learning can take place. School safety supports student learning by creating and promoting a physically, emotionally, socially, and academically secure climate for students, staff, and visitors. Topics in School Safety Harassment, Intimidation & Bullying RCW 28A “Harassment, intimidation or bullying” means any intentional electronic, written, verbal or physical act [which] a) Physically harms a student or damages the student’s property; or b) Has the effect of substantially interfering with a student’s education; or c) Is so severe, persistent or pervasive that it creates an intimidating or threatening educational environment; or d) Has the effect of substantially disrupting the orderly operation of the school. Topics in School Safety Bullying Bullying is when a student or students are being exposed, repeatedly and over time, to negative actions on the part of one or more students. Bullying exists when there is intentional harm-doing where a negative action is repeated over time; and there is an imbalance of power NOTES - Best practice definition of “bullying”

Cyberbullying Bullying: Intentional, repeated, negative behavior toward another/others, involving a lack of empathy and an imbalance of power. Using the Internet or other mobile devices to send or post harmful or cruel text or images to bully others. Sexting Sexting is not a singular thing. It covers a range of possible actions and motivations. Let’s define the term: Sexting is online communication involving - youth produced sexually explicit or suggestive images - created and shared through the use of personal communication technologies. Finkelhor, et al, CACRC, UNH, 2011 NOTES NB: this definition is used for K-12 environments Comes from CACRC

Topics in School Safety Sexting Done for a number of reasons: - a 21st C: you-show-me-yours-I’ll-show-you-mine, - generating or maintaining romantic interest, - more malicious, criminal or abusive reasons: cyberbullying, threats, extortion, child pornography, etc. Sexting response requires clear policies & procedures, common sense, compassion and a known plan of action. NOTES - Not all sexting is cyberbullying

Gangs in Schools RCW 28A (1) A student who is enrolled in a public school or an alternative school may be suspended or expelled if the student is a member of a gang and knowingly engages in gang activity on school grounds.      (2) "Gang" means a group which: (a) Consists of three or more persons; (b) has identifiable leadership; and (c) on an ongoing basis, regularly conspires and acts in concert mainly for criminal purposes. NOTES - Not a lot of ‘meat’ here

Gangs in Schools RCW 9.94A.030 “Criminal gang” means a group or association of three or more persons, whether formal or informal, having: 1. a common name or common identifying sign(s) or symbol(s), 2. an identifiable, overt or covert leadership, organizational or command structure, 3. as one of its primary activities the commission of criminal acts, 4. individual or collective engagement in a pattern of criminal activity, 5. as one of its primary objectives or activities the commission of one or more, underlying crimes, including acts by juveniles that would be underlying crimes if committed by adults.
