2 2 RPO Regulation highlights On June 30, 2008, National Action Plan on Climate Change (NAPCC) has set an ambitious RPO target of 15% by 2020, it is the state electricity regulatory commissions (SERC) that set year-wise targets in their respective states. Accordingly, Maharashtra Electricity Regulatory Commission vide its Order dated 7th June 2010 has declared (RENEWABLE PURCHASE OBLIGATION, ITS COMPLIANCE AND IMPLEMENTATION OF REC FRAMEWORK) REGULATIONS, 2010 in the State of Maharashtra and is valid upto FY 2015-16. To implement this regulation Maharashtra Electricity Regulatory Commission vide its order dated.1st July,2010 has designed Maharashtra Energy Development Agency (MEDA) as a State Agency to undertake the functions as State Agency envisaged under the MERC RPO-REC Regulations, 2010. The Main objective of this regulation is to promote co-generation from renewable sources and generation of electricity from renewable sources and is to specify a percentage for procurement of energy generated from such sources on the basis of total consumption of electricity within the area of a distribution licensee.

3 3 The Regulation covers the RPO obligation who deals with the power transactions / utilization in the state i.e. 1MW / 1MVA & above. The entities involved in the state are; All Distribution Licensee(s) within the state All Captive User(s) within the state (1MW and above) All Open Access Consumers within the state (1MVA and above) Obligation to meet by all these entities are as per below; RPO Regulation highlights & RPO target in the state YearMinimum Quantum of purchase (in %) from renewable energy sources (in terms of energy equivalent in kWh) SolarNon-Solar (Other RE)Total 2010-11 0.25%5.75%6.0% 2011-12 0.25%6.75%7.0% 2012-13 0.25%7.75%8.0% 2013-14 0.50%8.50%9.0% 2014-15 0.50%8.50%9.0% 2015-16 0.50%8.50%9.0% Mode of RPO FULFILLMENT - Own generation or procurement of power from RE developer or - Purchase of RE from other licensee or - Purchase of renewable energy certificate (REC) or - Combination of any of the above options. *Distribution Licensee(s) shall meet 0.1 % per year of its Non- Solar (other RE) RPO obligation for the period from FY 2010-11 to FY 2012-13 and up to 0.2 % of its Non-solar (other RE) RPO obligation for the period from FY 2013-14 to FY 2015-16 by way of purchase from Mini Hydro or Micro Hydro power project.

4 4 RPO Compilation Mechanism For collection of RPO data MEDA has prepared the formats of RPO data submission by obligated entities to MEDA on regular basis and same is approved by MERC. These data formats are mainly of two types; a) Quarterly RPO data reporting on provisional basis and b) Yearly Final RPO data reporting on CA Certified basis. These RPO data reporting formats are devised separately for distribution licensees as well as for CPP- OA consumers.

6 6 RPO Compilation Mechanism…..contd The detailed reporting and compilation procedure lay down is more elaborated in RPO Manual and can be referred at MEDA website www.mahaurja.com under RPO/REC.www.mahaurja.com After receipt of data from concern entity the data is further validated for its authenticity from MSLDC/ concern DISCOM. Thus, compiled data submitted to Hon. Commission for further approval and decision on shortfall if any.

7 7 The year wise cumulative RPO achievement by DISCOMs from last five years is shown in below table-

8 8 -Hon. Commission vide its order in Case no.49 of 2013 directed MEDA to develop appropriate mechanism for monitoring and compliance of RPO in case of Distribution Licensees, Captive Users and Open Access Consumers in order to ensure their RPO compliance. The terms of reference to develop RPO Mechanism; i.Develop mechanism for listing and accreditation of Captive Users and Open Access Consumers and set rules for accreditation of Captive Users and Open Access Consumers. ii.Develop mechanism for establishing data flow and information exchange between various entities involved (Open Access Consumers to DISCOMs, Captive Users to Electrical Inspector’s Office (PWD), DISCOMs to MEDA and Electrical Inspector’s Office (PWD) to MEDA etc.), and to verify RPO compliance by Captive Users and Open Access Consumers. iii.Meet on bi-monthly basis to review and, modify the mechanism, if found necessary. iv.Provide continued assistance to MEDA in verification of RPO compliance by Captive Users and Open Access Consumers. v.MEDA shall act as convenor of the Working Committee, it shall arrange for secretarial support to Working Committee, maintain minutes of Working Committee meetings and be responsible for co-ordinating and reporting the developments to Commission on bi-monthly basis. vi.The Working Committee shall submit its report to the Commission within six months from the date of formation of the Committee based on the above mentioned terms of reference. 9 9 –After the direction from Hon. Commission, MEDA initiated steps and short listed M/s. ESDS Software Solutions Pvt. Ltd, Nasik for this assignment. –MEDA vide its letter dated 25/03/2014 awarded work to M/s. ESDS Software Solutions Pvt. Ltd for Establishment of Web Portal for RPO Mechanism. –On the assignment, M/s. ESDS Software Solutions Pvt. Ltd, Nasik has developed RPO Portal for Maharashtra which is brief below herewith; RPO Web Portal Mechanism is for obligated entities under RPO Mechanism in the state of Maharashtra. It is structured in a manner describe as below; 1.For CPP & For OA consumers - Sign Up & Log in - RPO data acquisition & compilation - RPO reporting to MERC 2.For DISCOM - Log in - RPO data acquisition & compilation - RPO reporting to MERC RPO Web Portal Mechanism

14 14 After completing the Sign up procedure, the credentials automatically will be sent to entity’s email id for further progress in filling of their forms. After logging in, the entity will fill all details mentioned in form (shown in next slide) (illustration form will be made available to them.) subjected to approval by MEDA. OA Sign up ….cntd

17 17 After this procedure, the form will come to MEDA and acknowledgement message to entity will be as shown below “CPP/OA accreditation application is completed. Your application is pending for approval from MEDA. You are requested to submit the hard copy of web application along with necessary proofs self attested by authorized signatory.” Once MEDA approves the application of entity, it will get accreditation code acknowledging as an obligated entity. After that the link of data submission will get open to entity, and entity has to login to fill the RPO data form and submit it to MEDA. At preliminary stage the system must ask the accreditation code to entity in order to ensure the obligation status of the entity. OA Log in

They can Sign In from their tab given on Menu Bar. CPP, OA consumers & DISCOMs can fill their RPO data and RE fulfillment (Illustrated in next slides).
