2 HISTORY OF HEAD START In January of 1964, President Lyndon B. Johnson declared The War on Poverty in his State of the Union speech (Office of Head Start)

3 HISTORY OF HEAD START Research indicated an obligation to help disadvantaged groups, compensating for inequality in social or economic conditions

4 BREAK THE CYCLE OF POVERTY Head Start was designed to help break the cycle of poverty, providing preschool children of low-income families with a comprehensive program to meet their emotional, social, health, nutritional and psychological needs.

5 KEY TENETS OF THE PROGRAM To be culturally responsive to the communities served, and that the communities have an investment in its success through the contribution of volunteer hours and other donations as nonfederal share.

6 REAUTHORIZATION 2007 Head Start was most recently reauthorized again in 2007, with several provisions to strengthen Head Start quality These include alignment of Head Start school readiness goals with state early learning standards, higher qualifications for the Head Start teaching workforce, State Advisory Councils on Early Care and Education in every state, and increased program monitoring, including a review of child outcomes and annual financial audits.

7 FIVE YEAR GRANT CYCLE Moved programs from an indefinite project period to a five-year grant cycle. Programs would be required to demonstrate they are of high quality or a competitive grant opportunity would be made available within the community. In 2009, under the Obama administration, the American Reinvestment and Recovery Act added more than 64,000 slots for Early Head Start and Head Start Programs

8 HEAD START IN 50 STATES Head Start serves over a million children and their families each year in urban and rural areas in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories, including American Indian, Alaskan Native and Migrant/Seasonal communities.

11 HHS GRANT DOLLARS HHS administers more grant dollars than all other federal agencies combined Outside of Medicare, Medicaid, and TANF, the department spends about $125 billion a year on more than 400 different programs

12 THE OFFICE OF THE SECRETARY (OS) The HHS Office of the Secretary (OS) and its 11 operating divisions (OpDivs) administer more than 300 programs, covering a wide spectrum of activities.

16 ADMINISTRATION OF CHILDREN AND FAMILIES (ACF) The Administration for Children and Families (ACF) is responsible for federal programs that promote the economic and social well-being of families, children, individuals and communities.

18 OFFICE OF HEAD START Head Start and Early Head Start are administered by the Office of Head Start (OHS), within the Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS).

19 OFFICE OF HEAD START OHS also provides federal policy direction and training and a technical assistance (T/TA) system to assist grantees in providing comprehensive services to eligible young children and their families.

20 NATIONAL FUNDS Head Start was appropriated $7,573,095,000 for FY 2013 Funding is based on enrollment

21 HEAD START/STATE PRESCHOOL Many programs operate under both Federal and State funds

22 CALIFORNIA DEPARTMENT OF EDUCATION (CDE) California Department of Education (CDE) is a State Program The budget Act of 2009 appropriated over $2.5 billion for CDE which helped to services almost 500,000 children.

23 CALIFORNIA STATE PRESCHOOL PROGRAM CSPP Assembly Bill 2759 (Chapter 308, Statutes of 2008) created the California State Preschool program. CSPP is the largest state-funded preschool program in the nation

24 SAN BERNARDINO COUNTY PRESCHOOL SERVICES DEPARTMENT (PSD) PSD offers Head Start and Early Head Start programs California Department of Education State Preschool program Child and Adult Care Food Program in 41 locations throughout the County of San Bernardino
