2 Proposed Client Outcome Measures (also known as Self-Sufficiency Matrix) During this call we will: During this call we will: –Provide a brief update on Draft HMIS Data Standards (July 2009) –Provide background and context for Client Outcome Measures –Provide community examples of Client Outcome Measurement use 2

3 Draft HMIS Data Standards Current draft released in July 2009 for public comment. Public comment period ends on September 22, 2009. HMIS Standards govern collection and management of client data in HMIS. Provisions in HMIS Standards, both individually and as a whole, provide statutory requirements for collecting comprehensive data on homeless individuals and persons at-risk of homelessness and their needs. http://www.hmis.info/Resources/1084/July-2009-Draft-HMIS-Data-Standards.aspx

4 Proposed Client Outcome Measures Additional Program-Specific Data Elements –Programs that receive HUD homeless assistance funding through the annual CoC competition and complete APRs will be required to report clients’ progress on at least one of the performance domains. 4

6 Client Outcome Measures Application Domains are based on the Arizona Self- Sufficiency Matrix 5-point scale used to evaluate each client’s progress on key dimensions of self-sufficiency Each adult evaluated at entry, exit, and at least once annually (if enrollment exceeds one year) 6

7 Arizona Self-Sufficiency Matrix History and Context –Arizona Department of Economic Security –Use among individual homeless assistance providers –State-wide tracking and evaluation efforts 7
