Prevent the risk of road accidents among employees Reducing the frequency of road accidents

2 Types of accidents Accidents at work: accidents which occur by reason of or during the course of employment Accidents on business: accidents at work which occur during the course of employment when the employee is required to travel on business Definitions Statistical analysis Campaign

3 Types of accidents Accidents on the journey to and from work: accidents which occur during the course of a normal and direct journey between home and the workplace Road accidents on the way to and from work: accidents on the journey to and from work occurring exclusively on the road and involving one or several vehicles Definitions Statistical analysis Campaign

4 Summary of road accidents in 2007: 8,470 road accidents - of which 2.952 were road accidents on the way to and from work, i.e. 34.85% - of which 425 were accidents on business, i.e. 5,02% A risk defined by frequency Definitions Statistical analysis Campaign Accidents at work / road accidents on the way to and from work

5 Summary of accidents at work and on the way to and from work in 2007: 27,088 accidents at work and on the way to and from work - of which 5,087 accidents occurred on the way to and from work, i.e. 18.78% - of which 425 were accidents on business, i.e. 1.57% Definitions Statistical analysis Campaign A risk defined by frequency Accidents at work / on the journey to and from work

6 Accidents at work Between 1970 and 2007, the number of accidents at work as a percentage of the total number of accidents fell from 94% to 81% A decreasing trend Definitions Statistical analysis Campaign

7 Between 1970 and 2007, the number of accidents occurring on the way to and from work as a percentage of the total number of accidents increased from 5.7% to 18.8% An increasing trend Definitions Statistical analysis Campaign Accidents on the way to and from work

8 Between 1970 and 2007, the frequency of accidents - at work fell from 19.20 to 5.51 - on the way to and from work increased from 1.16 to 1.50 A frequency on the increase Frequency of accidents: the number of accidents occurring among 100 full-time employees (figures for the public plan of the industrial section of accidents insurance). Definitions Statistical analysis Campaign Accidents at work / on the way to and from work

9 Fatal accidents recorded by the AAA in 2007 Fatal accidents at work: 10 - of which 3 was an accident on business (30%) Fatal accidents on the way to and from work: 6 - of which 6 were road accidents on the way to and from work (100%)‏ Total: 16 - of which 9 were road traffic accidents (56.3%)‏ A risk characterised by its seriousness Definitions Statistical analysis Campaign Accidents at work / on the journey to and from work

10 Frequency of accidents on the way to and from work among 100 employees classified by activity Definitions Statistical analysis Campaign Accidents on the journey to and from work

11 Cost issues The cost of accidents at work incurred by the AAA rose to 193.5 million EUR in 2007. This figure did not cover the total cost of expenditure relating to accidents. The total cost (to the victim, the company and the country as a whole) is estimated by experts to be many times the cost incurred by the AAA. Definitions Statistical analysis Campaign

12 Conclusion of statistical analysis The relative rate of accidents at work is on the decline. The relative rate of the actual accidents on the journey to and from work has been gradually increasing over the years The rate of frequency of road accidents has been substantially decreased and may be reduced further. Hence the need for the current campaign Definitions Statistical analysis Campaign

13 A partnership agreement between the parties concerned Association d’assurance contre les accidents (AAA) Inspection du Travail et des Mines (ITM)‏ La Sécurité Routière The LCGB and OGB-L trade unions Union des Entreprises Luxembourgeoises (UEL)‏ Definitions Statistical analysis Campaign

14 Strategies employed UEL charter focusing on sustainability (31st October 2003) Declaration: Promoting the health, safety and well being of employees (19th November 2003) Campaign by parties involved National steering committee Definitions Statistical analysis Campaign

15 Action Plan Awareness campaign - at a national level - at a sector-based level (in collaboration with health and safety services at work)‏ - at a company level in collaboration with - company managers - occupational health and safety officers - safety representatives - on-site health/safety coordinators Definitions Statistical analysis Campaign

16 Action Plan Leaflet: Preventing traffic accidents among employees, a challenge for companies, a shared responsibility for employers and employees Guide to self-assessment and best practices Aid to increasing awareness : 12 months – 12 topics Integration of the concept into training programmes Definitions Statistical analysis Campaign

17 The traditional approach: the most important thing is the driver’s ’behaviour’ The professional approach: approach driving responsibly Definitions Statistical analysis Campaign Which approach to prevention should be used?

18 Introduce a professional approach to prevention within companies, targeting both employees and companies - Avoid risks - Assess any risks which cannot be avoided - Act as far in advance as possible Definitions Statistical analysis Campaign A professional approach to prevention

19 Avoiding risks Avoid or limit journeys and use the safest means possible Organise journeys Making a journey is not always the most efficient approach Definitions Statistical analysis Campaign

20 Avoiding risks Implement an action plan targeting the following areas: - Journeys to and from work - Management and communication within the company - Organisation of journeys - Training drivers - Condition of the vehicles - Access to the company and parking area Definitions Statistical analysis Campaign

21 Avoiding risks Action taken should be selected according to the following criteria: - Seriousness - Emergency - Ease of implementation - Cost of investment - Level of expected efficiency Definitions Statistical analysis Campaign

22 Assessing the risks of road traffic forms an integral part of assessing professional risks Assessment may appear simple, but often causes organisational problems Assessing risks which cannot be avoided Definitions Statistical analysis Campaign

23 Minimising exposure to risks - Prioritise the safest means of transport (bus, train) - Identify and use those routes which present a lower risk - Ensure that the vehicle used is properly maintained (car and vehicle fleet/company cars) - Ensure that the driver takes time to drive safely and respects the highway code Assessing risks which cannot be avoided Definitions Statistical analysis Campaign

24 Training for drivers - Information sessions on risks - Reminder of the highway code - Analysing the contributing factors in accidents Definitions Statistical analysis Campaign Acting as far in advance as possible

25 Cooperation with other partners to organise measures for intervening and targeting danger areas Reorganising road infrastructure Organising public transport timetables: frequency, number Relations between companies and public authorities Definitions Statistical analysis Campaign

26 How can this concept be applied? Means of applying concept: - Social dialogue - At sector-level - At company level - Information kit - Material for awareness campaign - Technical documentation - leaflet, - guide to self-assessment and best practices, - 12 months-12 topics Definitions Statistical analysis Campaign
