1 Health services philosophy

2 Definition of Health Is a state of complete physical, mental and social wellbeing and not merely an absence of disease. (WHO, 1948)

3 Health Care Services provided to individuals, families or communities by the agents of the health services or professions ,for the purpose of promoting, maintaining ,monitoring or restoring health.

4 Medical Care:- It refers chiefly to those personal services that are provided directly by physicians or rendered as a result of physicians instructions. .

5 The purpose of health care services is to improve the health status of the population. So these services should be: Comprehensive; include all care Accessible ; physical, economical, social and cultural Acceptable; to all

6 5. Community participation
6. Appropriate; relevance to essential human needs , priorities and policies. 7.Adequate; proportionate to requirements.

7 8. Available; present at any time
9. Affordable : at a cost the community and country can afford. 10. Feasible

8 Health care system represented by the following sectors:
Public health sector: primary health centers, hospitals …… etc. Private sector: hospitals, clinics, nursing homes,…….etc. Voluntary health agencies. National health programmes.

9 Levels of health care Including 3 essential levels, these are:
Primary Health Care: or first contact care, at which patients have their initial contact with the health-care system. It is an integral part of a country’s health maintenance system, of which it forms the largest and most important part.

10 As described in the declaration of Alma-Ata, primary health care should be “based on practical, scientifically sound and socially acceptable methods and technology made universally accessible to individuals and families in the community through their full participation and at a cost that the community and country can afford to maintain at every stage of their development.”

11 II. Secondary health care: it is curative services done by nurses and doctors e.g. treatment of diabetes, high blood pressure, bronchitis …etc. It is regarded as the first referral level provided by district hospitals and community health centers.

12 III. Tertiary health care
Is specialized services offered by institutions such as teaching hospitals and units devoted to the care of particular groups—women, children, patients with mental disorders, ….etc.

13 Patient care almost always requires team work.
Health Team: Patient care almost always requires team work. Definition: A group of persons who share a common health goal and common objectives ,determined by community needs and toward the achievement of which each member of the team contributes in accordance with his/her competence and skills ,and respecting the functions of the other.

14 The whole health care team – doctors, nurses, secretaries, office staff, therapists, pharmacists, dietitians, social workers, various technicians, care partners, aides and sometimes even family members is important.

15 Types of health teams: Community health team Hospital teams. The team must have a leader, who should be able to: 1.Evaluate the team adequately. 2.Know the motivations of each member in order to stimulate and enhance their potentialities.

16 Health care system in Iraq
Iraq had developed a centralized free health care system in the 1970s using a hospital based, capital-intensive model of curative care. Iraq developed a Westernized system of sophisticated hospitals with advanced medical procedures during the last years, provided by specialist physicians (public sector). Just 2 percent of hospital beds were privately managed.

17 Health care system in Iraq are managed by Ministry of Health
Health care system in Iraq are managed by Ministry of Health. In 2008, it was reported that 1,989 PHC centers giving services to all Iraqi population. About 19,334 doctors and 41,975 nurses were working in hospitals all over the country.
