2 Structure and Current Status of RMTN in RA II T.K.RAY/RTH,NEW DELHI Lecture note 1 WMO Charter: RMTN shall consist of –an integrated network of point to point,point to multi point and multipoint to point circuits which interconnect RTKs,NMCs and in some Regions WMCs and/or RSMCs and also where needed,Radio Broadcasts in accordance with the RMTN Plans for WWW established by the RAs. Functions and Responsibilities of : A. WMCs(As regards Telecommunications) and RTHs (a)collect observational data originating from associated NMCs and transmitting them in appropriate form on the MTN either directly or through associated WMC/RTH. (b)Relaying selectively on MTN as internationallly agreed. (c)Transmitting over MTN,either directly or through designated RTH. (d)Ensuring selactive distribution (in approprite form and speed) to the associated NMCs and to the RTHs not on the MTN which they serve. (e)Checkink and correcting to maintain standard procedures. (f) Establish data dissemination system And carry out Monitoring of operation of the GTS of WWW.

3 B.RSMCs not combined with RTHs should ensure distribution of their prouducts by agreement with appropriate GTS centre/centres. C.NMCs (as regards Telecommunication) (a)Collection of Obs. Data from their own territory or that of one or more Members according to bilateral agreements,as well as Obs. Data from Aircraft and ships received by centres located within the area of responsibility.The data should be compiled within 15 minutes of observing stations filing time. (b)Transmitting such data to the associated RTS/WMC. (c)Receiving and distributing for their benefit and that of Members that request them,in accordance with bilateral agreements,observational data processed information to requirements of the Members concerned. (d)Checking/correcting in prder to ensure standard Telecom. Procedures. (e)Carry out monitoring of the GTS of the WWW.

4 The RMTN comprise the following Meteorological transmission systems and circuits. (a)The circuits of the MTN which pass through the Region. (b)The Main Regional circuit consisting of point-to-point circuits interconnecting the RTHs in the Region. ©The Regional circuits,consisting of point-to-point,point-to- multipointand multipoint-to-point circuits connecting the NMCs to the RTHs or other NMCs in the region. (d) Interregional circuits consisting of point-to-point circuits interconnecting RTHs or WMCs to RTHs in different Regions. (e)Supplimentary Interregional circuits,consisting of point-to-point circuits which connect WMCs to RTHs in different Regions. (f)Radio broadcasts and other radio facilities.

5 Functions of The RMTN within the GTS framework ( a)Exchange and distribution of observational data within the region as required by Members in the Region. (b)Collection of Obs. Data iriginating in,or being received by,stations stations located in the region(eg. Aircraft and ship reports). ©Collection of Obs. Data from associated NMCs in adjacent regions provided that this is found to be of use to the GTS and provided that this is agreed by Members concerned and corresponding Regional associations. (d)Exchange and distribution of processed information as required to meet the needs of Members in the Region. (e)Interchange obs. data and processed informaion with other Regions.

6 Contents of point-to-point circuits The contents of meteorological transmissions on main regional circuits and regional circuits shall be determined by the regional associations to meet the requirements of the Members of the Region concerned. The contents of meteorological transmission on interregional circuits and supplementary interregional circuits shall be established by interregional and or bilateral agreements between Members.
